About this opportunity

Schertz-Cibolo-Universal City Independent School District (SCUCISD) in Texas is accepting proposals for multiple five-year general-supplies vendor contracts on an as-needed basis, with the solicitation window closing April 30, 2027 at 2:00 p.m. Vendors currently holding active awarded contracts under RFP 22-018S are exempt from resubmitting bids.

The District seeks pre-qualified vendors to supply general supplies and services with no minimum guaranteed item quantities or dollar amounts. Rather than specifying particular SKUs, the solicitation invites vendors to submit agreements offering either regular retail shelf prices or percentage discounts off catalog or retail pricing. Vendors unable to provide a single discount percentage may submit "various discounts offered or call for price quote" on the bid submittal sheet. Awarded contracts will also include fixed rates for services such as instrument repairs, workshops, and consulting. Billing terms are Net 30 days, with vendors permitted to offer prompt payment discounts (such as 2% for payment within 10 days). All deliveries must be freight prepaid F.O.B. Destination with freight and delivery charges included in the quoted price.

Evaluation criteria are proposed pricing, proposed discounts, experience and qualifications, return policy, and references; the District reserves the right to select the offer it deems best value regardless of price. The District is part of the Central Texas Purchasing Alliance (CTPA), a consortium of over 100 school districts, and any awarded contracts may be adopted by other CTPA member districts at the same or better pricing terms.

Proposals must be submitted electronically through the Bonfire portal at https://scucisd.bonfirehub.com/. Questions deadline is April 30, 2027 at 12:00 p.m. The initial proposal opening was held April 30, 2022; additional proposals may be opened incrementally until the final deadline. Contact Laura Bradshaw, Procurement Specialist, at lbradshaw@scucisd.org or 1056 Elbel Road, Schertz, TX 78154. Vendors must comply with federal requirements including debarment certification, non-discrimination, and Buy America Act provisions when federal funds are expended. All required forms must be completed and submitted; failure to do so results in rejection as non-responsive.
