About this opportunity

Schertz-Cibolo-Universal City Independent School District (SCUCISD) in Texas is accepting sealed proposals for instructional supplies and equipment on an as-needed basis under RFP 22-016S, with an incremental proposal acceptance window closing April 30, 2027 at 2:00 p.m. The District intends to award multiple five-year vendor contracts with no minimum guaranteed item quantities or dollar amounts.

Vendors currently holding active awarded contracts under RFP 22-016S are exempt from resubmitting bids. This is an open, rolling procurement; the initial opening occurred April 30, 2022, and additional proposals may be received and opened incrementally throughout the five-year solicitation period.

The scope encompasses fine arts and instructional supplies and equipment, plus services including instrument repairs, workshops, and consulting on a call-out basis. Vendors must submit either a single percentage discount off catalog, shelf, or retail pricing, or may offer variable discounts or indicate "call for price quote" if a uniform discount cannot be provided. Fixed rates must be established for all services. Deliveries must be freight prepaid, F.O.B. destination, with all freight and delivery charges included in pricing. Payment terms are Net 30 days under District standard terms, though vendors may offer prompt-payment discounts (e.g., 2%/10 days-Net 30). No price increases are permitted within the first 12 months; subsequent adjustment requests require 90 days' advance notice and shall not exceed 5% annually, tied to the Consumer Price Index-Urban Areas or prevailing wage rates.

SCUCISD serves approximately 15,475 students across 17 campuses in northeast Bexar County and southwest Guadalupe County, with approximately 1,925 employees. The District reserves the right to terminate contracts at any time with or without cause, to purchase from other sources, and to select the offer providing the greatest overall value. Evaluation criteria include pricing, discounts, experience and qualifications, return policy, and references. Proposals must be submitted electronically via the Bonfire platform at https://scucisd.bonfirehub.com/ and include executed forms, vendor questionnaires, references, TDA and EDGAR certifications, debarment and felony-conviction attestations, conflict-of-interest disclosures, and a signed W-9. Questions should be directed to Terri Canal, Purchasing Manager, at tcanal@scucisd.org.
