About this opportunity

The Utah Division of Purchasing, on behalf of the State Archives, is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for Records Information Management (RIM) website development services under solicitation number JQ21-23, contract number 216386. This is a sole-source procurement with a posting date of February 24, 2026, and a challenge period deadline of March 3, 2026. The scope of work involves the development of three data application programming interfaces (APIs) for WordPress to enable Records Officers to access and retrieve Records Information Management data, specifically: a Data API for Entity and Series information containing agency/division, series number, title, status, dates, retention, and disposition details; a Data API for Box information with variables for Series ID and privacy exclusions; and a Data API capable of generating PDF or CSV versions of Entity and Series data with scheduled cleanup functionality. APPX Software Inc. will provide the data APIs to request and retrieve AXAEM-specific data while the State of Utah will develop the user interface and handle any required WordPress or Cornerstone support. The estimated project duration is 45 hours maximum, with deliverables expected through April 27, 2026. The procurement justification for sole-source selection is based on the fact that APPX Software Inc. is the only vendor that manages the AXAEM system, which is built upon the APPX platform, and market research identified no comparable alternative vendors.

The contract does not include set-aside designations or restrictions limiting responses to specific enterprise categories. APPX Software Inc. is identified as the incumbent vendor and current contractor for this work, and the state requires integration with the existing AXAEM system built on the APPX platform, creating technical dependencies that support the sole-source justification. Prospective vendors or interested parties who believe alternative sources exist may submit detailed challenges during the publication period, including documentation of comparable or superior products and capability to provide equivalent items. Any responding vendors must comply with Utah Code 63G-27 et seq., certifying they are not engaged in economic boycotts or boycotts of the State of Israel and agreeing to maintain compliance throughout any resulting contract term. The original contract total was $100,000.00, which increased to $131,816.00, with the current proposed funding increase bringing the total contract value to $138,498.50 (a 39 percent increase from the original amount). The estimated value of this specific contract increase is $6,682.50, calculated at an hourly rate of $148.50, with no freight costs included. The increase request exceeds the $50,000 threshold and therefore triggers public notice requirements.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
