About this opportunity
The Massachusetts Department of Correction (DOC) is seeking contractors to provide a wide range of library, educational materials, and services that are not currently available on a statewide contract. The requested supplies may include textbooks, workbooks, reading books, magazines, classroom sets of books, brochures, foreign language materials, audiobooks, educational software, testing materials, digital materials, teaching resources, and vocational supplies. The DOC is particularly interested in online vendors who can deliver these products and services. The contract will be a rolling enrollment with an initial term of up to 4 years and two 2-year renewal options, for a maximum duration of 8 years. Bidders will be evaluated on criteria such as rates, prompt pay discounts, prior correctional/public safety experience, web functionality, supplier diversity plans, and submission of required paperwork, with a total possible score of 100 points.
The DOC requires bidders to commit a minimum of 1% of their contract sales to certified diverse business enterprises, referred to as SDP Partners, with bonus points for higher commitments. The procurement documents do not provide details on any incumbent vendors, funding requirements or sources, or potential award values. The contract opportunity is open statewide, covering all of Massachusetts, with a focus on providing services and materials to the correctional facilities within Worcester County.
