About this opportunity

The Massachusetts Department of Correction is requesting responses for wood-working industry products and services to support its Industries Program under RFR 27-IND-7000-Wood, with responses due December 7, 2026 by 2:00 p.m. EST. Bidders may respond to one, any, or all four categories: Equipment, Tools and Related; Maintenance and Auxiliary Services; Raw Material; and Supplies and Related. This is a rolling-enrollment contract allowing submissions at any point during the contract life, provided they arrive at least 6 months before the maximum end date.

The scope encompasses commercial-grade lumber, plywood, and related products with specified technical requirements for wood moisture content, product standards, warranties, recalls, safety procedures, and delivery protocols. Bidders must submit a Business Reference form with three references, an Environmentally Preferable Product Information form, Response Form A identifying offered products and services, and a representative Quotation Worksheet. No minimum years in business or prior correctional facility experience is required. All pricing must include ordinary packaging, freight, handling, and delivery; separate fuel or delivery charges require advance written DOC approval. Prompt Payment Discount terms are mandatory unless the bidder demonstrates undue burden.

The estimated annual value is $98,000, with an estimated total duration value potentially exceeding $498,000 over the contract life, making this procurement subject to World Trade Organization requirements. This is a non-statewide, limited-user contract available only to the Massachusetts Department of Correction. The contract is expected to commence April 6, 2027, with an initial duration of up to 2 years and two renewal options of up to 2 years each, for a maximum total of 6 years. Pricing is based on order-specific quotes with no fixed price schedule; the Department will solicit quotes from at least three capable awarded contractors when available and apply best-value selection criteria comparing total delivered cost and quality factors. Questions are due October 30, 2026. All bidders must maintain active COMMBUYS Seller accounts and comply with Commonwealth prevailing wage, environmental, supplier diversity, and PREA requirements.
