About this opportunity

The City of Jackson, Michigan is requesting quotations for demolition of a fire-loss residential structure at 209 Rockwell Street, with responses due October 27, 2026 at 10:00 a.m. and project completion required by November 27, 2026. This is a HUD Community Development Block Grant (CDBG) funded project carrying federal compliance obligations including Davis-Bacon prevailing-wage requirements for contracts exceeding $2,000, Section 3 employment and economic-opportunity mandates for contracts exceeding $100,000, and affirmative-action requirements to engage small and minority firms and women's business enterprises.

Bidders must be prequalified and hold appropriate asbestos licensing. The scope encompasses full demolition of the fire-loss structure, asbestos and hazardous-materials abatement with DEQ notification, utility abandonment, foundation excavation, debris removal, curb and gutter installation (33 lineal feet), sidewalk replacement (40 lineal feet), site grading, topsoil installation, seeding, and tree removal. The work includes a one-year warranty of site restoration. Contractors must attend mandatory pre-quote inspections and submit detailed project schedules for city approval. Work must comply with Michigan Department of Environmental Quality, Michigan Occupational Safety and Health Administration (MIOSHA), and Department of Community Development standards.

Pricing is lump-sum with separate line items for greening costs (dirt, grade, seed, sidewalk), demolition costs, and asbestos abatement costs. Contractors must provide comprehensive commercial general liability ($1 million), automobile liability ($1 million), worker's compensation, and environmental/pollution liability insurance ($1 million). Liquidated damages of $1,000 per calendar day apply for work not completed by November 27, 2026. A $5,000 fine applies if demolition begins before hazardous-material clearance inspection and authorization. Payment is bi-weekly upon completion, inspection approval, and submission of manifests, demolition checklists, and itemized bills. The city reserves the right to remove any parcel from the awarded list prior to demolition, with reimbursement limited to abatement expenses plus up to $500 in incurred costs. Contractors must maintain records for five years post-completion and comply with federal, state, and local employment and non-discrimination laws.
