About this opportunity

Wayne Township, Passaic County, New Jersey, is soliciting responses for 2027 Code Enforcement call-out landscape services under solicitation CECO-2027, with responses due December 18, 2026 at 12:00 p.m. The solicitation identifies no set-aside or preference program, so eligibility turns on licensing, insurance, and certification requirements.

Contractors must hold a Wayne Township Landscaper's License or New Jersey Division of Consumer Affairs Home Improvement Contractor Registration, and must possess valid driver's licenses, vehicle registrations, and insurance cards. Vehicles must carry New Jersey compulsory motor vehicle liability insurance of at least $15,000 per person, $30,000 per accident, and $5,000 property damage. Vendors must certify non-involvement in prohibited activities in Russia, Belarus, and Iran as required by New Jersey law. Subcontracting is prohibited.

The scope covers weed cleanout, grass cutting, site cleanup, and emergency call-out services, including boarding up windows, doors, and wall openings, building temporary walls, winterizing domestic water and systems, and tarping. Selected contractors are placed on a rotation and contacted by telephone by the Code Enforcement Officer on an as-needed basis. Contractors must respond to voicemail within 90 minutes and complete call-out work within 72 hours. Three refused call-outs result in default and removal from the rotation. Invoices require before-and-after photographs, and payment covers only actual work performed.

Pricing follows a Township schedule of flat rates: $53.00 per call-out, $105.00 for weed cleanout, $158.00 for grass cutting 8–12 inches high, $315.00 for grass cutting over 12 inches high, and $79.00 per hour for site cleanup, capped at six hours unless pre-approved. Contractors must execute a written agreement within 10 days of award and submit an insurance certificate. Responses are submitted electronically through the ProcureNow portal at https://secure.procurenow.com/portal/waynetownship. Questions go to Nicole Lee, Specifications Writer, Public Works Department, at leen@waynetownship.com or (973) 694-1800 Ext. 3279.
