About this opportunity
Douglas County, Georgia is seeking bids for a comprehensive mowing and litter removal contract for fiscal year 2026, covering approximately 258 miles of county roadways. The Invitation to Bid (ITB No. 25-029) requires contractors to provide tractor mowing and trimming services across county roads, with three to eight planned mowing cycles during the contract period. Bidders must be commercial mowing contractors with at least three years of experience, capable of providing their own equipment, personnel, and necessary bonds. Qualified contractors must submit three professional references, a detailed list of owned or leased equipment, and demonstrate compliance with traffic control requirements and specific roadside maintenance specifications. A non-mandatory pre-solicitation meeting is scheduled for November 13, 2025, at 10 AM, with bid questions due by November 19, 2025, and proposal submissions closing on November 27, 2025, at 2:00 PM EST. The county will evaluate bids based on monetary offer, previous contract performance, financial stability, and adherence to state and federal regulations.
The contract allows for an initial one-year term with potential for four additional one-year extensions, contingent upon budget approval and satisfactory performance. Bidders must provide a bid bond equivalent to 5% of the total contract amount and be prepared to perform at least 70% of the project without subcontractors. All contractors must comply with Georgia State Law O.C.G.A. 13-10-91, which requires participation in the federal E-Verify work authorization program and verification of employee eligibility. Surety and insurance companies must have an AM Best rating of A-6 or greater and be licensed to do business in Georgia. The Douglas County Board of Commissioners reserves the right to reject any or all bids and may award the contract in whole or in parts to one or more successful bidders. While no specific budget range is mentioned, the comprehensive nature of the project suggests a significant investment in roadway maintenance for the fiscal year.
