About this opportunity

The City of Douglasville, Georgia is soliciting proposals under RFP 2026-009 for commercial solid waste collection within city limits, with a mandatory pre-proposal conference and site visit on November 12, 2026 at 10:00 a.m. EST at 8145 Cedar Mountain Road. Proposals are due December 1, 2026 at 4:00 p.m. EST via Bidnet Direct.

The scope covers municipal solid waste front-end load (FEL) and roll-off (RO) collection and disposal for commercial customers within Douglasville city limits, excluding the downtown business district. The current inventory includes 739 FEL units, 152 roll-off/compactor units, and 15 VIP front-load compactor units. FEL collection runs seven days per week, and roll-off collection runs Monday through Friday from 7:00 a.m. to 5:00 p.m., both subject to City noise ordinances. Proposers must submit detailed fee proposals for FEL and roll-off services on City-issued forms, certify compliance with the Georgia Security and Immigration Act, and certify non-debarment and non-suspension from government contracts. Required coverage includes commercial general liability, automobile liability, workers' compensation/employers' liability, and umbrella/excess liability, with the City named as additional insured.

The initial term shall not exceed one year, with automatic renewals for a specified period, subject to City Council approval and annual appropriation. The City handles all customer billing and administration. The selected contractor invoices the City monthly for collection service fees per container. Evaluation criteria are Operational Capacity and Staffing (25 points), Experience and Past Performance (30 points), Service Approach and Methodology (25 points), and Cost Proposal (20 points).
