About this opportunity

The City of Owensboro is requesting bids on street resurfacing—milling, texturing, and resurfacing of existing street surfaces—with bids due September 24, 2026. The project is funded through the City of Owensboro's General Fund and Kentucky's Local Assistance Road Program (LARP).

Bidders must submit one of two required affidavits to establish eligibility: qualified bidder status under 200 KAR 5:410(3) (nonprofit corporations furthering KRS Chapter 163 purposes or qualified nonprofit agencies meeting specific employment thresholds and compliance requirements) or resident bidder status under KRS 45A.494(2) (demonstrating Kentucky business authorization, prior-year income tax filing, current unemployment insurance fund payments, and active workers' compensation coverage). The City reserves the right to request supporting documentation and may disqualify bidders for failure to provide documentation or false affidavit statements.

The scope encompasses milling, texturing, and resurfacing of designated streets within the City, with the contractor providing all labor, materials, supervision, equipment, construction staking, and incidentals. Work locations are detailed on project maps for Allen Street, Daviess Street, and East 2nd Street. Contractors must obtain construction permits and licenses and pay all applicable governmental charges and inspection fees; Section 404 and 401 permits from federal and state environmental agencies have already been obtained. A Preconstruction Conference must be held before work begins. The contractor must submit a preliminary Progress Schedule, Schedule of Submittals, and Schedule of Values within ten days of the Agreement's effective date, with initial acceptance required at least ten days before the first Application for Payment.

The contract incorporates KTC Standard Specifications 2008. Working days are defined as calendar days exclusive of weekends, holidays, and days when weather or seasonal conditions prevent construction for at least five hours; no working days are charged December through March regardless of work performance. The contractor must provide liability coverage, property insurance, and performance and payment bonds in amounts at least equal to the Contract Price. Bid security in the form of a bid bond is required.
