About this opportunity
The City of Owensboro, Kentucky is soliciting bids under RFB 4498 for mowing services across three schedules, with bids due December 8, 2026. Kentucky preference-law affidavits define two bidder statuses that affect eligibility. Qualified bidder status covers nonprofit corporations furthering the purposes of KRS Chapter 163 and qualified nonprofit agencies that employ individuals with severe disabilities for at least seventy-five percent of direct labor hours. Resident bidder status requires authorization to transact business in Kentucky, Kentucky income tax filings for one year before advertisement, payments to the Kentucky unemployment insurance fund, and a Kentucky workers' compensation policy in effect during that period. The City may request supporting documentation for any claimed status, and failure to provide it results in disqualification or contract termination. Affidavits must be sworn and notarized.
Schedule A covers public works and right-of-way locations, including Highway 60 islands, street basins, and municipal facilities. Schedule B covers the Greenbelt Trail System. Schedule C covers parks, sports complexes, and athletic fields. Contractors may bid on one, several, or all three schedules. Attachment versions report differing location counts and acreages, with Schedule A listed at 49 to 54 locations, Schedule B at 13 locations, and Schedule C at 14 to 15 parks. Bidders must reference the location maps to assess distances and terrain.
Bid bond, performance bond, and payment bond forms are attached, each on an EJCDC-based template. The bid bond must be executed by the bidder and surety with a current Power of Attorney. Kevin Collignon, P.E., City Engineer, is the Owner's Representative at 270-687-8641.
