About this opportunity

The City of Cheyenne, Wyoming, through its Street and Alley Division, is soliciting sealed bids for the procurement of bituminous asphalt materials under an annual contract with a one-year term and thirty-day termination provision. The procurement encompasses three line items: approximately 5,000 tons of Bituminous Asphalt Hot Plant Mix (PG 64-28 grade), 6,000 gallons of Emulsified Asphalt Tack Oil (CSS-1h grade), and 350 tons of Bituminous Cold Mix for patching operations. The successful bidder must operate a supply plant located no more than ten miles outside City limits with a minimum production capacity of 120 tons per hour, capable of delivering materials to any City unit within two hours during standard operating hours of 7:00 AM to 4:30 PM, Monday through Thursday, with City trucks loaded within thirty minutes of arrival. All materials must be new, manufacturer's current models, and comply with detailed technical specifications including specific performance properties such as 3-5% total mix voids, 13-16% voids in mineral aggregate, minimum stability of 2,000-2,500 pounds, and tensile strength retention of 75-80% depending on additives used. Bidders must submit job mix formulas for each material type within thirty days of award, prepared by an approved independent laboratory with a registered Wyoming engineer's signature, and all testing and quality assurance shall be conducted at the supplier's expense with results available within twenty-four hours. Questions must be submitted by April 2, 2026 at 5:00 pm, addendum responses are due by April 3, 2026 at 5:00 pm, and sealed bids must be submitted electronically through the City's eProcurement Portal by April 7, 2026 at 2:00 pm, followed by a public bid opening via Zoom on the same date; City Council referral is scheduled for April 13, 2026, with Finance Committee review on April 21, 2026 and final City Council approval on April 27, 2026. Award will be made to the qualified, responsible lowest responsive bidder; however, Wyoming resident bidders will receive a five percent preference provided their bid does not exceed the lowest qualified non-resident bidder's bid by more than five percent, except where federal funds are involved. Bidders must submit a bid guarantee equal to five percent of the total bid amount in the form of a bid bond or cashier's check, with certified checks postmarked no later than the bid opening date, and liquidated damages of 0.10 percent of the per-item price per calendar day or $30.00 per item per calendar day, whichever is greater, will be assessed for non-unavoidable delivery delays. The City reserves the right to adjust quantities based on budget availability, reject any or all bids, and assess payment reductions according to Wyoming Department of Transportation pay factor tables if materials fail to comply with specifications; additionally, the City may acquire materials elsewhere if the contract supplier fails to provide requested quantities, with cost differences charged back to the supplier. No specific award value or budget range is disclosed in the procurement documents, and no incumbent vendor information, set-aside designations for disadvantaged enterprises, or pre-bid meeting is indicated.
