About this opportunity
The Connecticut Department of Energy and Environmental Protection (DEEP) is requesting bids on aerial adulticiding services for mosquito control statewide under ITB DEEP052626CM, with bids due June 2, 2026 at 2:00 p.m. Eastern Time. No set-asides or preference programs are stated.
The scope encompasses fixed-wing aircraft aerial application of DEEP-approved Ultra Low Volume (ULV) adulticide to approximately 10,000 acres of initial coverage and an additional 5,000 acres, with pricing submitted on a per-acre basis. The contract runs July 1, 2026 through December 31, 2026. The contractor must hold a current Connecticut Commercial Aerial Supervisor Certification and valid commercial pesticide application business registration from DEEP's Pesticide Management Program. Full regulatory compliance with Federal Aviation Regulations Part 137, Subpart C (multiengine aircraft operations over congested areas) and FAA exemption for load jettisoning capabilities is required. The contractor must respond fully within twenty-four hours of DEEP notification at any time, including nights, weekends, and holidays. Equipment must include GPS-based application control systems with geographic information resources and data logging. Equipment inspection, calibration, and flow-rate testing calibrated to product label specifications must occur prior to each service event. The contractor bears full responsibility for repair or replacement of damage to state or personal property and must carry insurance and indemnify the state as required by DEEP. If DEEP cancels a requested service after contractor preparation, a 20 percent retainer of the proposed activity cost is paid for preparatory services.
No estimated contract value is provided. All bids must be submitted electronically through CTSOURCE on an F.O.B. Destination basis with Net 30 days payment terms, excluding federal excise taxes and Connecticut sales tax. Bids remain valid for 90 days.
