About this file

This is a Technical Specifications and Description of Services exhibit for the Connecticut Department of Energy and Environmental Protection (DEEP) related to aerial adulticiding for mosquito control. The contract requires the awarded contractor to possess a current Connecticut Commercial Aerial Supervisor Certification and valid commercial pesticide application business registration from DEEP's Pesticide Management Program. The contractor must demonstrate full regulatory compliance with Federal Aviation Regulations (FAR 137), specifically Subpart C requirements for multiengine aircraft operations over congested areas, and must provide proof of FAA exemption for load jettisoning capabilities. The contractor is obligated to provide a full response within twenty-four hours of notification by DEEP personnel at any time, including nights, weekends, and holidays. The specific acreage or number of units within requested service areas will be predetermined by DEEP's Mosquito Management Program, with service verification based on application dates, times, and product quantities reported on invoices.

All contractor equipment must include application control systems with geographic information resources such as GPS maps and data logs for both air and ground-based application equipment. The contractor must perform equipment inspection and calibration tests prior to each service event, calibrating to product label specifications for flow rates and droplet sizes. The State Mosquito Management Program and local health departments will coordinate public notification of pesticide application events. No accessorial charges for cost recovery are permitted. Additionally, contractors must submit certified payrolls with compliance statements monthly to the contracting agency in accordance with Connecticut General Statute 31-53.

A copy of the applicator certification(s) and business registration certificate must be submitted to the DEEP Purchasing Unit before any work can begin. The bidder shall provide a statement and demonstrate operational aircraft capability and compliance with the following FAR 137, Subpart C, 137.51.5.ii for the operation of aircraft over congested areas.

(5) Multiengine aircraft must be operated as follows:

(ii) No person may operate a multiengine airplane at a weight greater than the weight that, with the critical engine inoperative, would permit a rate of climb of at least 50 feet per minute at an altitude of at least 1,000 feet above the elevation of the highest ground or obstruction within the area to be worked or at an altitude of 5,000 feet, whichever is higher. For the purposes of this subdivision, it is assumed that the propeller of the inoperative engine is in the minimum drag position; that the wing flaps and landing gear are in the most favorable positions; and that the remaining engine or engines are operating at the maximum continuous power available.

The bidder's aircraft is required to have sufficient enough power, with one engine out, to have an exemption of dumping the load (fuel / pesticide) over a congested area. The bidder shall provide a statement of proof of a FAA exemption for the following FAR 137, Subpart C, 137.53 [c] [2] - load jettisoning for the operation of aircraft over congested areas:

(2) If other than a helicopter, it must be equipped with a device capable of jettisoning at least one-half of the aircraft's maximum authorized load of agricultural material within 45 seconds.

If the aircraft is equipped with a device for releasing the tank or hopper as a unit, there must be a means to prevent inadvertent release by the pilot or other crewmember.
