About this opportunity
The Town of Farragut, Tennessee, located in Knox County, is issuing a Request for Proposals (RFP) to procure comprehensive Geographic Information System (GIS) services from a single qualified professional consulting or engineering firm. The scope of work encompasses maintenance and support of ArcGIS Online accounts and desktop platforms (ArcGIS Pro 3.3 and ArcGIS Desktop 10.8), mapping of municipal infrastructure including water distribution, sanitary sewer, storm drainage, pedestrian facilities, streetlights, zoning, and flood plain data, conversion of AutoCAD drawings and PDF files into standard GIS formats, database management and coordination with KGIS, and development of intuitive mapping products for multiple municipal departments including Planning & Codes, Engineering, Administration, Public Works, and Parks & Recreation. The vendor must provide custom search functionality for various assets, general GIS assistance to Town staff and authorized agencies, and potential economic development support including spatial data analysis for market demographics and interactive GIS applications. Required deliverables include hourly rate schedules for professional classifications such as planners, project managers, GIS analysts, database administrators, developers, and support staff, with all GIS data, databases, maps, and work products remaining the exclusive property of the Town. Proposals will be evaluated on technical approach (30 points), relevant experience (25 points), project team and staffing qualifications (15 points), project management and schedule (10 points), cost (5 points), and references (15 points), for a maximum of 100 technical points. A non-mandatory pre-bid meeting is scheduled for March 18, 2026, at 1:00 PM via Microsoft Teams; the deadline for proposer questions is March 31, 2026; and proposals are due April 7, 2026, at 2:00 PM at Town Hall, 11408 Municipal Center Drive, Farragut, TN 37934. The evaluation committee will convene April 14, 2026, with intent to award issued April 15, 2026, and Board approval anticipated May 14, 2026.
The RFP does not specify any set-aside designations or restrictions limiting response to disadvantaged enterprises or particular organization types. The current service provider, AECOM Technical Services, Inc., has been providing six to eight hours per week of GIS services; this RFP modifies the service schedule to one day per week not exceeding eight hours. The initial contract term is three years with options to extend for two additional one-year periods upon mutual agreement. Proposers must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, professional liability insurance of $1,000,000, and worker's compensation insurance as required by statute, and must submit required certifications including Drug-Free Workplace Affidavits, Non-Collusion Affidavits, Statements of Compliance, Non-Boycott of Israel Certifications, Debarment certifications, Byrd Anti-Lobbying Amendment Certifications, and Iran Divestment Act Certifications. No specific budget or award value is disclosed in the available documentation; the Town's annual budget is determined by the Board of Mayor and Aldermen following two public readings, with the fiscal year beginning July 1.
