About this opportunity
Clackamas County, Oregon, through its Board of County Commissioners, is seeking a single contractor to develop and execute an integrated marketing campaign for Mt. Hood Territory's tourism promotion. The Request for Proposals (RFP) solicits a comprehensive marketing strategy targeting short-haul markets within approximately 300 miles, with the primary goal of driving measurable economic impact through increased visitation, overnight stays, and visitor spending. Required deliverables include campaign strategy and planning, creative concept development, media planning and buying across digital, social, print, broadcast, and out-of-home channels, campaign execution and management, measurement and reporting, project management, and post-campaign knowledge transfer. Proposals must be submitted electronically through the Bid Locker portal by January 29, 2026, at 2:00 PM Pacific Time, with a 20-page submission limit. Proposers must include their background and qualifications, scope of work approach, detailed fee structure, and at least three references. The evaluation committee will score proposals based on Proposer's General Background and Qualifications (0-25 points), Scope of Work (0-50 points), and Fees (0-25 points), with the award going to the highest-scoring responsive proposer. Clarifying questions must be submitted by January 22, 2026, at 5:00 PM Pacific Time.
The contract will have a term extending from the effective date through December 30, 2027, with the campaign expected to launch in the first half of 2026. The contractor must provide full, unrestricted usage rights for all campaign assets, source files, and b-roll, and is responsible for obtaining all necessary permits, model releases, and property releases at their own expense. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, Professional Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, and Automobile Liability of $1,000,000 per occurrence. The County has established an estimated project budget of $800,000.00 as the maximum all-inclusive funding available, though firms are encouraged to propose competitive rates. The contractor will be responsible for all costs associated with the campaign, including strategy, creative development, media planning, project management, promotional items, reporting, asset licensing, permits, releases, and all travel and incidental expenses, with no separate reimbursement provided. Oral presentations may be requested at the County's discretion for the highest-scoring proposers, and the final award is subject to successful contract negotiations.
