Addendum 1 to RFP 2025-87 Integrated Marketing Campaign

This is an addendum to a Request for Proposals issued by Clackamas County, Oregon, for the development and execution of an integrated marketing campaign for Mt. Hood Territory's tourism promotion. The County seeks a single contractor to develop comprehensive marketing strategy and campaign execution targeting short-haul markets within approximately 300 miles, with deliverables including campaign strategy and planning, creative concept development, media planning and buying across digital, social, print, broadcast, and out-of-home channels, campaign execution and management, measurement and reporting, and project management. Proposals must be submitted electronically through the Bid Locker portal by January 29, 2026, at 2:00 PM Pacific Time. Clarifying questions must be submitted by January 22, 2026, at 5:00 PM Pacific Time. The contract term extends from the effective date through December 30, 2027, with the campaign expected to launch in the first half of 2026. Addendum 1, issued January 6, 2026, modifies Section 5.1.4 to specify that proposals may not exceed 20 pages (single-sided) inclusive of all exhibits, attachments, and supplementary materials, with the Proposal Certification Page excluded from the page count. All pages must be 8-1/2" x 11" standard sheet size, 11-point font, and single-spaced.

The County has established an estimated project budget of $800,000.00 as the maximum all-inclusive funding available, with firms encouraged to propose competitive rates. The contractor must assume all costs associated with the campaign, including strategy, creative development, media planning, project management, promotional items, reporting, asset licensing, permits, releases, and all travel and incidental expenses, with no separate reimbursement provided. Proposers must include background and qualifications, scope of work approach, detailed fee structure, and at least three references. Evaluation criteria include Proposer's General Background and Qualifications (0-25 points), Scope of Work (0-50 points), and Fees (0-25 points), with the award going to the highest-scoring responsive proposer. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, Professional Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, and Automobile Liability of $1,000,000 per occurrence. The contractor must provide full, unrestricted usage rights for all campaign assets, source files, and b-roll. Oral presentations may be requested at the County's discretion for the highest-scoring proposers, and the final award is subject to successful contract negotiations.
