About this opportunity
Candler County, Georgia is soliciting sealed written proposals for the design, furnishing, and installation of a complete 10-camera IP surveillance system for the Candler County Recreation Department. The procurement requires a turnkey video surveillance solution consisting of 10 outdoor-rated IP cameras with nine cameras providing a minimum 180-degree field of view using multisensor technology and one camera providing full 360-degree coverage, a network video recorder (NVR) with minimum 16-channel capacity expandable to 32 channels, PoE switching infrastructure, CAT6 Ethernet cabling, mounting hardware, and all associated software and components for full operational capability. All cameras must meet minimum specifications including 2MP resolution (4MP or higher preferred), 15 frames per second recording capability, 128GB onboard SD card edge recording, color night vision or equivalent low-light capability, ONVIF standard compliance, IP66 weatherproofing, and vandal-resistant construction; the NVR must retain 30 days of motion-based high-resolution footage and include battery-backed UPS protection. Proposals must include a detailed bill of materials with brand and model information, written NDAA Section 889 compliance confirmation, a proposed installation timeline, and minimum three-year warranty coverage summary; vendors may also provide optional line-item quotes for vehicle and person detection features and additional capabilities such as firmware update support, audit logging, and role-based access controls. The proposal submission deadline is 3:00 p.m. on October 15, 2025, with submissions delivered to Candler County Board of Commissioners, 1075 East Hiawatha Street, Suite A, Metter, GA 30439; all prospective bidders are required to attend a mandatory pre-bid site inspection and meeting on Tuesday, September 16, 2025, at 10:00 a.m. at the Metter-Candler Recreation Department located at 621 S Pine Street, Metter, GA 30439. Award will be based on overall system capability, specification compliance, vendor qualifications, total cost, and adherence to Homeland Security Grant Program (HSGP) requirements, with the County reserving the right to reject any or all proposals or award in whole or in part at its discretion.
This project is funded through a Homeland Security Grant, and all vendors must demonstrate full compliance with all HSGP requirements, including equipment eligibility standards, procurement protocols, and cybersecurity guidance; no set-aside designations or restrictions on organization types have been specified in the available documentation. The new IP camera system must be compatible with the County's existing LTS and iPro camera systems currently deployed throughout the organization, and the vendor is responsible for integrating County-provided Ubiquiti wireless bridging equipment where needed; the NVR will be housed at the Candler County Data Center with connectivity provided via County-provided dark fiber, with County IT managing network architecture and design. The County will not accept any system requiring ongoing subscription or license fees, requiring all software licenses to be perpetual; additionally, no persistent external vendor access is permitted, and all remote support must be coordinated through temporary secure sessions via platforms such as TeamViewer or Bomgar under County IT supervision. No incumbent vendor or current contractor has been identified in the available documentation, and no specific award value or budget range has been disclosed in the RFP materials. For technical questions or inquiries regarding the RFP, prospective bidders should contact Captain Justin Wells, Emergency Management Director, at jwells@candlerco-ga.gov, with complete project specifications available at www.metter-candlercounty.com or by contacting the county administration office at (912) 685-2835.
