CANDLER COUNTY BOARD OF COMMISSIONERS
RFP 2025-8 IP CAMERA SYSTEM
Request for Proposals: IP Camera System for Candler County Recreation Department
Candler County is seeking proposals for the installation and configuration of a complete 10-camera IP surveillance system at the Candler County Recreation Department. This project is funded by a Homeland Security Grant and must be in full compliance with all applicable requirements under the Homeland Security Grant Program (HSGP), including equipment eligibility, procurement standards, and cybersecurity guidance.
The selected vendor will be responsible for furnishing, installing, and fully configuring a turnkey video surveillance system. This includes providing cameras, a network video recorder (NVR), PoE or injector-based switching, power supplies, mounting hardware, software licenses, and any other components necessary for a fully functional system. The system must be operational upon completion and integrate cleanly with the County’s existing infrastructure. The proposed system must be compatible and/or comparable with the LTS and iPro camera systems currently in use by the County and must comply with Section 889 of the National Defense Authorization Act (NDAA). The County will not accept any system that requires ongoing subscription or license fees. All software licenses must be perpetual.
The NVR will be housed off-site at the Candler County Data Center. Connectivity between the Recreation Department and the data center will be provided via County-provided dark fiber.
Network architecture, design, and routing will be managed by County I.T. and its contractors.
However, the awarded vendor will be responsible for full configuration of all cameras and NVR equipment to ensure the system is ready for use at project closeout.
No firewall ports will be opened to allow persistent external access to the system. All remote access for County personnel will be conducted via VPN only, provided by the County. Persistent vendor access is not allowed under any circumstances. When remote support is required, the County will coordinate temporary sessions via secure platforms such as TeamViewer or Bomgar, on a case-by-case basis, under the supervision of County IT.
The surveillance system must consist of 10 outdoor-rated IP cameras. Nine of these cameras must provide a minimum 180-degree field of view using multisensor technology or equivalent.
One camera must provide full 360-degree coverage using multisensor or equivalent technology.
All cameras must offer a minimum resolution of 2MP (1080p), with 4MP or higher preferred.
Each camera must be capable of recording at a minimum of 15 frames per second and must support onboard edge recording via SD card (minimum 128GB per unit). Color night vision or an equivalent low-light solution is required. All cameras must be ONVIF compliant, weatherproof to at least an IP66 rating, and vandal-resistant. Cameras may be powered by either PoE switches or PoE injectors, and all mounting hardware, housings, and power supplies must be included in the proposal.
The NVR must support a minimum of 16 channels, expandable to 32, to allow for future system growth. The unit must include sufficient internal storage to retain 30 days of motion-based, high-resolution footage for all 10 cameras. A battery-backed uninterruptible power supply (UPS) must also be included. The system must support multi-user remote access with at least three user accounts and include all necessary software for secure operation. A local display station at the Recreation Department is not required.
The vendor must supply and install all CAT6 Ethernet cabling and PoE infrastructure. All network cabling must be rated for either indoor or outdoor use, as appropriate, and must be fully protected. No exposed cabling will be permitted; all lines must be enclosed in conduit or weatherproof housing. The County will provide Ubiquiti-brand wireless bridging equipment for any cameras requiring wireless connectivity. The vendor will be responsible for physically installing and integrating this equipment into the surveillance system.
The following camera placements have been pre-identified and will be included in the County-provided site diagram issued with the bid package. These locations and viewing angles represent the County’s intended coverage plan, but may be adjusted slightly at the time of installation to ensure an optimal field of view, eliminate blind spots, or accommodate mounting limitations.
The selected vendor is expected to work with County staff to achieve final placement alignment as needed:
1. One 360° camera positioned to cover the parking lot
2. One 180° camera mounted at the upper concession stand facing the football field
3. One 180° camera mounted at the upper concession stand facing the pedestrian walkway
4. One 180° camera on the tennis court pole, facing the pavilion
5. One 180° camera on the lower concession stand, facing north
6. One 180° camera on the lower concession stand, facing south
7. One 180° camera mounted under the shelter at the lower concession, facing east
8. One 180° camera on the Strickland Building, facing north
9. One 180° camera at the gym, facing toward the baseball field, south
10. One 180° camera mounted on the tennis court pole at the upper field, facing north
Please note that the camera planned for the gym building may be subject to change. If building repairs or demolition occur during the project timeline, this camera may be relocated to provide coverage of an alternative portion of the facility. The County will identify an appropriate alternate location in coordination with the vendor during installation.
Vendors should also provide a separate line-item quote for optional vehicle and person detection features, either through analytics-enabled cameras or separate software licensing. These features are not required but may be considered as part of the evaluation.
In addition to the required specifications, the County will give favorable consideration to systems that include additional features such as support for firmware updates and security patches, components that are currently in production (not approaching end-of-life), audit logging and role-based access controls within the NVR, and the use of industrial-grade SD cards designed for continuous recording. These are not required, but vendors are encouraged to note if their proposed system includes these capabilities.
Each proposal must include a detailed bill of materials with brand and model information, a written confirmation of NDAA compliance, a proposed installation timeline, and a summary of warranty coverage (a minimum of three years is preferred). A quote for optional features should be included if applicable, and the total project cost must reflect all equipment, labor, and configuration services.
Candler County reserves the right to reject any or all proposals and will base its award on overall system capability, compliance with the listed specifications, vendor qualifications, total cost, and adherence to Homeland Security Grant Program requirements.
