About this opportunity

The State of Oregon, through the Oregon Business Development Department and the Oregon Arts Commission, is seeking an event coordinator or firm to manage the statewide Poetry Out Loud (POL) program for 2025-2026. The selected contractor will be responsible for developing a comprehensive marketing and outreach plan, conducting participant outreach to confirm at least twelve school participants, and coordinating regional and state finals events. Key deliverables include organizing competitions in different parts of the state, managing statewide competition events, preparing final materials and reports, and ensuring comprehensive program execution. The proposal evaluation will be based on three primary criteria: Experience and Background (40 points), Education and Literary Arts Knowledge (30 points), and Capabilities and Price Proposal (30 points). Proposers must be registered in OregonBuys and demonstrate experience in organizing statewide or regional events, working with high schools, and connecting to the literary arts field. The proposal is due on July 25, 2025, at 4:00 p.m. Pacific Time, with an expected Notice of Intent to Award on August 1, 2025.

The procurement strongly encourages participation from small businesses, particularly those certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers are required to complete a Certified Disadvantaged Business Outreach Plan, documenting their approach to including certified disadvantaged businesses in potential subcontracting opportunities. The contract has a proposed budget of approximately $40,500 per year, with an initial contract term of one year and potential amendments for up to three years. Potential contractors must meet various compliance requirements, including having a written policy preventing sexual harassment, complying with wage and compensation non-discrimination rules, and maintaining transparency about potential conflicts of interest. Additional requirements include providing a Pay Equity Certificate for proposers with 50 or more full-time workers and contracts exceeding $500,000, and demonstrating adherence to Oregon Revised Statutes regarding business practices and employee rights.
