About this opportunity
The Fulton County Board of Health (FCBOH) issued RFP #PE-12800-NONST-2026-000000019 on October 27, 2025, seeking qualified non-profit organizations to provide comprehensive HIV prevention services throughout Fulton County under the Centers for Disease Control and Prevention's High Impact HIV Prevention and Surveillance Program (CDC-RFA-PS24-0047) and the Ending the HIV Epidemic Initiative. The procurement solicits proposals for community-based and healthcare setting HIV testing, diagnosis, linkage to care services, pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) expansion, and National Black HIV/AIDS Awareness Day activities targeting six priority populations: Black/African American men who have sex with men (MSM), non-Black MSM, people who inject drugs (IDU), heterosexual males and females, and transgender and gender-nonconforming individuals. Applicants must select at least one testing category (community-based or healthcare setting), at least one priority population, at least one innovative prevention or treatment pillar, and commit to hosting an HIV Awareness Day event, with deliverables including monthly invoices, fiscal reports, narrative reports documenting service delivery, client-level data, and measurable outcomes such as numbers of HIV tests conducted, diagnoses of previously unaware individuals, linkage to care within 7 and 30 days, and PrEP enrollment. Key evaluation criteria include organizational capacity and experience with HIV prevention services, demonstrated cultural competence and language accessibility, quality of the proposed work plan, qualifications of the project team, data collection and reporting capabilities, and financial stability. A pre-proposal conference was held on November 5, 2025, via Microsoft Teams, with the proposal submission deadline of November 14, 2025, at 5:00 PM Eastern Time via email to FCBOH.Purchasing@dph.ga.gov, and award notifications were posted following evaluation completion, with a Notice of Final Award issued on April 20, 2026.
Eligible applicants must be non-profit organizations with 501(c)(3) IRS status located in Georgia with demonstrated service capacity in Fulton County, possession of a current Unique Entity Identifier, and evidence of either 24 months of HIV prevention service history or documented efforts serving one or more of the six designated priority populations; applicants must obtain current CLIA Certificates of Waiver for rapid HIV testing and establish Memoranda of Understanding with medical care providers for linkage services. Multiple awards were issued across different priority populations and categories, with apparent successful offerors including Positive Impact Health Centers, ANIZ Inc., AIDS Healthcare Foundation, A Vision For Hope, Georgia Harm Reduction Coalition Inc., POWER ATL Inc., Someone Care, and Grady, with award amounts varying by component and population served. Contract award amounts range from $125,000 to $290,000 depending on the components and priority populations selected, with maximum funding caps of $150,000 for Component 2 (non-healthcare setting testing), $10,000 for awareness day events, and up to $40,000 each for Components 3 and 4 (prevention and treatment initiatives), totaling potential awards up to $240,000 per awardee. The initial contract term runs from the effective date through May 31, 2026, with three optional one-year renewal periods available through May 31, 2029, and all funding flows through the Georgia Department of Public Health from the CDC. Applicants must comply with Georgia Security and Immigration Compliance Act requirements, maintain comprehensive insurance coverage listing FCBOH as additional insured, and allocate budgets with personnel costs, fringe benefits capped at a percentage of salaries, travel limited to 2 percent of total budget, social media and marketing not exceeding 8 percent, and indirect costs capped at 15 percent of the total budget.

Seeking proposals from qualified firms/vendors to provide HIV prevention services in Fulton County on the behalf of FCBOH Medical and Preventive Services (MPS), Sexual Health Promotion (SHP) HIV Prevention Program. The services being sought are an element of FCBOH's High Impact HIV Prevention and Surveillance Program to increase knowledge of HIV status, reduce HIV transmission, prevent new HIV infections, improve linkage to care and viral suppression, and to eliminate perinatal transmission. The funds available are through the GIA 645 (Core funding initiative) and The Ending the HIV Epidemic (EHE) grant issued by the Center for Disease Control and Prevention (CDC) administered through the Georgia Department of Public Health (State). These funds focus on implementing strategies that will extend the four pillars of the EHE Initiative in communities most affected by HIV across Fulton County. These pillars are to: Diagnose all people with HIV as early as possible. Treat people with HIV rapidly and effectively to result in sustained viral suppression. Prevent new HIV transmissions by using proven interventions, including condom distribution, pre-exposure prophylaxis (PrEP), postexposure prophylaxis (PEP), and syringe services programs (SSP). Respond quickly to potential HIV outbreaks to get vital prevention and treatment services to people who need them. This RFP will focus on the diagnose, treat, and prevent pillars.
