About this file

This is an Addendum 1 Supplier Q&A document for a Request for Proposal issued by the Fulton County Board of Health (FCBOH) for 2024 HIV Prevention Services under CDC-RFA-PS24-0047. The RFP (PE-12800-NONST-2026-000000019) was initially posted on October 27, 2025, with proposals due by November 14, 2025, at 5:00 PM Eastern Time via email submission. The solicitation seeks eligible proposers located in Georgia that provide services in Fulton County and either have a history of providing HIV prevention services to priority populations or can document past efforts serving one or more of six designated priority populations. The contract term runs through May 31, 2026, with three optional one-year renewal periods. A bidders conference was held prior to this Q&A document, and questions were submitted and answered by November 7, 2025.

The maximum award amounts vary by category and population served. Component 1 Non-Healthcare Setting awards reach up to $150,000 for priority populations such as African American MSM, with an additional $10,000 mandated for awareness day events. Component 3 allows up to $40,000 each for prevention and treatment initiatives, bringing the total potential budget to $240,000 for certain scenarios. Proposers must submit applications using the provided editable application template in PDF format, adhering to specified word limits for each section rather than a page limit, with 12-point font and one-inch margins. Eligible applicants must possess a Unique Entity Identifier number and may use contractors with appropriate documentation; MOUs from previous submissions may be reused. Funding is provided through the CDC's High Impact HIV Prevention and Surveillance program. All proposals should be submitted to FCBOH.Purchasing@dph.ga.gov, with email confirmation of receipt provided to applicants.

1. 1

Could you describe the difference between this listing and what was posted earlier today? Are there significant changes?

Both events are the same.

Event ID# PE-12800-NONST-2026- 000000018 was cancelled because the closing date was October 27, 2025, which was incorrect and should have been November 14, 2025. Because the closing date could not be edited, that event was cancelled and replaced with event ID PE- 12800-NONST-2026-000000019 that will close on November 14, 2025, by 5:00

PM.

2. 2

In the RFA Workplan sections (pages 39-44 of the RFA), there are bulleted questions included within each topic. However, these questions are not included in the proposer Application Template.

Section 3 3.6

Yes. Please include your answers in a well-developed work plan.

RFP Section

Answers expected to address the bulleted questions in their responses to the topics listed in the Application Template.

3. 3

Regarding the mandatory $10k to be spent on an event, if the maximum budget is $150,000 for African American MSM, does this language mean that the cost for this event is included within that amount (and not as an additional possible $10,000 amount on top of the maximum $150,000 for this population, or maximum of $160,000)

An additional $10,000 for awareness day events are awarded on top of $150,000.

4. 4

If we select a priority population for non-health care setting (such as African-American MSM for a budget of $150k, and we are also applying for treatment (up to 40k) and prevention (up to 40k), does this mean that the total budget for AA MSM cannot exceed $230k, or must the prevention and treatment budgets be included in the top component 2 budget of $150k?

If you are selecting Component 1, Category A- Non-healthcare setting and a priority population of African American MSM, and select prevention and treatment, your total budget cannot exceed $240,000.

For this scenario, an example breakdown is:

Component 2: AA MSM: $150,000 Component 3: Prevention: $40,000 and Treatment: $40,000 selected Component 4: Awareness Day Event:

$10,000 Max Total for this scenario: $240,000

5. Why is the Application Template non-editable? May we assume that we have to manually insert all the headers and language and create our own word document based upon the template?

The Application Template and all documents attached are editable. Please save the document as a PDF after you open it. With Adobe Acrobat Pro you should be able to make your edits. You can also convert the PDF to a word document and make your edits without creating your own word document.
