About this file
This document is an Addendum 2 clarifying questions and answers issued by the Fulton County Board of Health (FCBOH) in response to an RFP for 2024-HIV Prevention Services under CDC-RFA-PS24-0047. The RFP seeks proposals for High Impact HIV Prevention and Surveillance services for health departments, with eligible applicants required to be located in Georgia, provide services in Fulton County, possess a Unique Entity Identifier number, and demonstrate prior experience providing HIV prevention services to one or more of six priority populations. Applicants may submit separate proposals for multiple priority populations under Category A (HIV Testing in Non-Healthcare Settings) or Category B, with each proposal requiring distinct work plans and budgets. The initial contract term runs from December 15, 2025, through May 31, 2026, with options for three additional one-year renewals. All proposals must be submitted electronically in PDF format to FCBOH.Purchasing@dph.ga.gov by November 14, 2025, at 5:00 PM Eastern Time. A bidder's conference was held prior to this addendum, and a pre-review meeting with evaluators will be conducted before application reviews commence.
Budget parameters vary by component and priority population selected. Component 2 awards reach a maximum of $150,000 for priority populations such as African American MSM, with an additional $10,000 available for awareness day events awarded on top of the base amount. Components 3 and 4 offer up to $40,000 each for innovative HIV prevention and treatment services. Total budgets cannot exceed specified limits depending on the combination of components selected; for example, selecting Component 2 (African American MSM at $150,000), Component 3 (Prevention and Treatment at $40,000 each), and Component 4 (Awareness Day Event at $10,000) totals $240,000. Applicants should submit budgets for the full award amount from the contract start date through May 31, 2026, and any subsequent renewals require submission of full 12-month budgets. All submissions must include required exhibits and attachments in PDF format, follow specified word count limits for each section, use 12-point font with one-inch margins, and comply with all application template requirements outlined in the RFP.

1.
Could you describe the difference between this listing and what was posted earlier today? Are there significant changes?
Both events are the same.
Event ID# PE-12800-NONST-2026- 000000018 was cancelled because the closing date was October 27, 2025, which was incorrect and should have been November 14, 2025. Because the closing date could not be edited, that event was cancelled and replaced with event ID PE- 12800-NONST-2026-000000019 that will close on November 14, 2025, by 5:00
PM.

Answers questions are not included in the proposer Application Template.
Please confirm that applicants are expected to address the bulleted questions in their responses to the topics listed in the Application Template.
3.
Regarding the mandatory $10k to be spent on an event, if the maximum budget is $150,000 for African American MSM, does this language mean that the cost for this event is included within that amount (and not as an additional possible $10,000 amount on top of the maximum $150,000 for this population, or maximum of $160,000)
An additional $10,000 for awareness day events are awarded on top of $150,000.
4. 4
If we select a priority population for non-health care setting (such as African-American MSM for a budget of $150k, and we are also applying for treatment (up to 40k) and prevention (up to 40k), does this mean that the total budget for AA MSM cannot exceed $230k, or must the prevention and treatment budgets be included in the top component 2 budget of $150k?
If you are selecting Component 1, Category A- Non-healthcare setting and a priority population of African American MSM, and select prevention and treatment, your total budget cannot exceed $240,000.
For this scenario, an example breakdown is:
Component 2: AA MSM: $150,000 Component 3: Prevention: $40,000 and Treatment: $40,000 selected Component 4: Awareness Day Event:
$10,000 Max Total for this scenario: $240,000
5. Why is the Application Template non-editable? May we assume that we have to manually insert all the headers and language and create our own word document based upon the template?
The Application Template and all documents attached are editable. Please save the document as a PDF after you open it. With Adobe Acrobat Pro you should be able to make your edits. You can also convert the PDF to a word document and make your edits without creating your own word document.

Clarifying Question: Are we to create a budget for the maximum for the whole year for the areas we are applying to, and if awarded, will any adjustments be made by the Fulton County Board of Health?
The initial contract term will run through May 31, 2026, with the option for three (3) additional one-year renewals. Outcomes and budgets should be submitted based on the category award amount.

21. May the budget be submitted in an excel format instead of PDF?
Section 3.2 Format & Proposal Submissions Instructions 3.2.1
No. Please convert all documents into PDF format for submission.
22. Where in the RFP or Proposer application template is the ten-page limit referenced?
The Grant's Team sees word limits under each topic but cannot find the reference to the page limit other than what was presented in the slide presentation. The ten-page limit contradicts the word limits in each sub-topic as the amount of information required in the RFP will be difficult to present within a ten-page limit.
If there is a mandated ten-page limit, please specify which sections of the narrative fall within the ten-page limit:
a. Please confirm if the ten-page limit is for the workplan section or entire application.
b. Please confirm the ten-page limit is for each category application.
There is no page limit. Please follow word limits as outlined in each section.
23. During the Bidder’s conference, a slide listed that the applicant should use a 12-point font with one-inch margins. However, the font size for each question in the Proposer Application Template is 11-point.
Are you expecting the applicant to revise the template so all text reflects a 12-point font or should only include the responses in 12-point font?
Our apologies. Please adjust the template so all text reflects a 12-point font.

25. Section 2: Work Plan states that the work plan is 5,000 words.
However, Category A, which is under Section 2 also includes a work plan of 5000 words. Which is correct? Category A has six sections:
1. Understanding the problem (500 words);
2. Goals (500 words);
3. Work Plan (5,000 words)
4. Component 3: Innovative HIV Prevention (1,000)
5. Component 4: HIV Awareness Day Event (500 words)
6. General Questions
Clarifying Question: Can you confirm the word counts identified in the RFP are accurate? Can you clarify if each work plan for each priority population has a max of 5,000 words, or all combined work plans must be 5,000 words max?
Section 3 3.6
Section 1
We apologize for the confusion. Please follow the word counts as outlined for each of the six sections under Category A or B.
Additional Response: The word count limits as outlined in the RFP are accurate.
As stated in section 1 on page 8, agencies applying for Category A. HIV Testing in Non-Healthcare Setting, may apply for multiple priority populations in Component 2, however separate proposals, work plans, and budgets must be submitted for each. Each work plan submitted for a priority population has a maximum word count of 5,000 words.
26. Please clarify the nomenclature of the grant application. The use of words sections, components, and categories are inconsistent.
