About this file
This is a Budget Preparation Guidelines document issued by the Fulton County Board of Health for the 2024 HIV Prevention Services grant (CDC-RFA-PS24-0047: High Impact HIV Prevention and Surveillance for Health Departments). The document provides guidance for applicants preparing budget requests for Request For Proposal numbers PE-12800-NONST-2026-000000018 and PE-12800-NONST-2026-000000019. The guidelines establish allowable cost categories and budgeting parameters for positions including Program Director/Manager, Linkage Staff, Outreach Staff, Intervention/Prevention Staff, Data Entry, Clinical Personnel, Lab Personnel, Finance Staff, and Administrative Staff. Applicants must provide position titles, annual salaries, percentage of time allocated to the program, total salary requests, and justifications relating each position to program objectives.
Fringe benefits are calculated as a percentage of direct salaries and wages, with the document providing examples of computation methods including retirement, FICA, and insurance costs. Supplies must be individually itemized with unit costs, quantities, and justifications directly linked to HIV testing and prevention goals. The guidelines establish specific budget caps: Travel costs cannot exceed 2% of the total budget (including staff mileage at IRS-approved rates and patient transportation via transit cards for linkage incentives); Education and Training is limited to 2% of total budget with required pre-approval 45 days before events; Social Media and Marketing cannot exceed 8% of total budget and must be exclusively linked to PS24-0047 events; and Indirect Costs are capped at 15% of total budget. All trainings must address topics including testing, linkage, prevention, PrEP, phlebotomy, Data2Care, grant implementation, program billing, and sustainability.
