About this opportunity

The State of Michigan Department of Technology, Management and Budget is soliciting bids for renovation and relocation of the SIGMA department to the first floor of the Ottawa Building at 611 West Ottawa Street, Lansing, with bids due October 21, 2026 at 2:00 p.m. A 10% pricing preference under Public Act 91 of 2005 applies to service-disabled veteran-owned businesses (SDVOB) that provide qualifying documentation; the State does not pre-certify SDVOB status and does not accept federal CVE or SBA VetCert designations.

The scope includes demolition of existing walls, doors, and ceiling systems on the west side of the first floor; construction of new metal-stud partitions, offices, and conference rooms; and installation of new gypsum board, paint, carpet tile, and luxury vinyl tile flooring across approximately 14,787 square feet. Mechanical work requires installation of four new Titus VAV boxes with direct digital control integration into the existing Trane SC BACnet system, electric heating coils, new diffusers, and removal of existing pneumatic controls. Electrical work includes installation of controlled split receptacles with associated rewiring and replacement of lighting fixtures per drawing notes. Fire alarm work involves new horn strobes and strobes tied into the existing Honeywell system. Interior painting must use products from Sherwin-Williams, Benjamin Moore, or ICI Paints, with compliance to EPA volatile organic compound limits. All work must meet the 2021 Michigan Building Code, 2023 National Electrical Code, and accessibility standards per ICC A117.1-09. Existing 5-foot-by-5-foot ceiling grids and tiles must remain untouched; damaged tiles are replaced by the contractor using salvaged materials when possible.

Construction must commence in November 2026 with substantial completion within 90 calendar days of Notice to Proceed. Liquidated damages are $500 per day for delays. The contractor must provide on-site supervision 100 percent of construction time, comply with Michigan prevailing wage rates, and maintain workers' compensation, general liability, automobile liability, and builder's risk insurance. A provisional allowance of $50,000 is included in the bid schedule. Working hours are restricted to 6:00 a.m. to 6:00 p.m., Monday through Friday, unless written permission is granted. A mandatory pre-bid conference was held October 7, 2026. Written questions were due October 14, 2026. Submission is electronic through Sigma-VSS. Addenda 1 and 2 clarify scope items, HVAC controls, fire alarm integration, flooring responsibility, and painting product standards.
