About this file

This is Addendum No. 2 to the contract documents for the Ottawa Building - SIGMA Move to First Floor project, issued by the State of Michigan Department of Technology, Management and Budget on October 16, 2026. The addendum clarifies specifications and answers bidder questions regarding the relocation of the SIGMA department to the first floor of the Ottawa Building located at 611 West Ottawa Street, Lansing, Michigan. Key project components include installation of IT infrastructure, fire alarm systems, HVAC terminal units with BACnet controls, interior painting, floor boxes, ceiling systems, doors and frames, and window treatments. The addendum provides technical specifications for 23 variable air volume (VAV) boxes and terminal units with heating capabilities, grille and diffuser schedules, and sequence of operation details for integration into the existing Trane SC BACnet control system. Critical clarifications include confirmation that the existing IT rack is located in room ELEC 113, the fire alarm control panel (FACP) is on the east side of the central core in room N204, existing coffin floor boxes measure approximately 12 inches by 4 inches, and all new floor boxes require core drilling or saw cuts unless existing openings are available. The project specifies tempered glass for all window applications and requires new horn strobes and strobes to be tapped into the existing Honeywell fire alarm system.

The interior painting specification (Section 099123) establishes painting systems and product standards for multiple substrate types including concrete, steel, galvanized metal, aluminum, wood, and gypsum board, with approved manufacturers limited to Sherwin-Williams Company, Benjamin Moore & Co., and ICI Paints. All paints must comply with volatile organic compound (VOC) limits established by the Environmental Protection Agency, with limits ranging from 50 g/L for flat paints to 420 g/L for pretreatment wash primers. The specification mandates MPI-approved products and detailed preparation and application requirements per the MPI Architectural Painting Specification Manual. An addendum note directs bidders to disregard the Scuff and Stain Resistant Systems section (Scuff Master coating) as it is not applicable to this project. The design intent specifies that existing 5-foot-by-5-foot ceiling grids and tiles remain untouched during construction, with new walls constructed to allow removal without damaging existing grid systems. Existing damaged ceiling tiles must be replaced by the contractor using salvaged materials when possible. All existing doors, frames, sidelights, and transoms shall be painted to match new installations for continuity.

Addendum No. 2

State of Michigan Department of Technology, Management and Budget Ottawa Building-SIGMA Move to First Floor File No:171/26231.ABG October 16, 2026

TO ALL BIDDERS:

This ADDENDUM is hereby included in and made part of the Contract Documents whether or not attached thereto. All requirements of the original Specifications and Drawings shall remain in force except as noted by this ADDENDUM NO. 2.

THE PURPOSE OF THIS ADDENDUM IS TO ANSWER QUESTIONS RAISED DURING THE BIDDING

PROCESS:

GENERAL CLARIFICATIONS / RESPONSE TO BIDDER’S QUESTIONS

1. Question: Where is the IT room located for routing data cables?

Answer: There is an existing IT rack that shall be utilized for running and routing new services for this space. This rack is located in ELEC 113 (see attached schematic)

2. Question: Where is the FACP located?

Answer: See attached schematic. The existing FACP is located on the east side of the central core, one level below. Upper level ramp, room N204.

3. Question: Are we able to T tap on to existing fire alarm devices in order to add the new horn strobes and strobes?

Answer: Yes, there are new devices in new conference rooms. These devices are to be tapped into existing system. Existing devices shall remain unless affected by demolition.

4. Question: Do you know the dimensions of the existing coffin floor boxes?

Answer: The approximate dimensions of the existing coffin boxes are 12” x 4”. These dimensions should be field verified. The intent is to pull all new lines to accommodate the proposed design.

5. Question: Will all new floor boxes require a new core drill or saw cut in the floor to accommodate the installation?

Answer: Yes, all new floor boxes will require a new core drill or saw cut in the existing floor unless there is already an opening in the same location. All new boxes are shown on the plans. Existing boxes shall be utilized if applicable.

Ottawa Building-SIGMA Move to First Floor| October 16, 2026 Page 2 | 3

6. Question: On sheet E101, the floor boxes are indicated by a blue line. Can you confirm whether the floor boxes labeled JJ, with keynotes P3 and P5, will also require new floor openings?

Answer: Yes. Unless there is already a floor opening in the same location, floor boxes labeled JJ will require new floor openings.

7. Question: The current installed DDC system is never called out by name and it is important for me to know what system is installed so I can determine if it is an open system or if it is a proprietary system. I need to know if it is Niagara Johnson controls, Honeywell, Siemens, or anything else that may be installed.

Answer: The existing controls system uses Trane SC and is a BACNet system. Please see attached revised drawing for reference.

8. Question: In the specs under page 088000-6 (2,7), this section calls out for window film. I don’t see anywhere on the plans that designates where this would go.

Answer: Window film will not be required for this project.

9. Question: The plans do not call out for a glass type. I am guessing it is just ¼” tempered.

Answer: Please provide ¼” tempered unless directed otherwise.

10. Question: What is the height of the existing 5’x5’ ceiling grid?

Answer: 12’-5” above finish floor. Winning bidder shall verify as required.

11. Question: Will there need to be any reworking/patching/supporting of the existing 5’x5’ ceiling grid/tile where it is removed and where new walls are installed?

Answer: The design intent is to leave the existing 5x5 grid and tiles untouched during the construction process. New walls shall be constructed in a manner that if the new walls come down in the future, the existing grid and tile shall remain in place untouched.

12. Question: How much existing damaged ceiling tile should we account for the 5’x5’ ceiling tile? Do you know the manufacturer/model number of the existing?

Answer: If damaged during the course of construction, contractor shall use any salvaged tiles and use them to replace the damaged tiles if necessary.

13. Question: How much existing damaged ceiling tile should we account for the 2’x4’ ceiling tile?

Answer: If damaged during the course of construction, contractor will be responsible for replacing any damaged tiles as necessary.

14. Question: We are not seeing any fire alarm and Tel/data specs and who is responsible for this work? If it is the electrical contractor who is responsible for the fire alarm work, what fire alarm system is in the building?

Answer: The existing system is a Honeywell system. The electrical contractor shall be responsible for providing new devices on existing system.

Ottawa Building-SIGMA Move to First Floor| October 16, 2026 Page 3 | 3

15. Question: Door and window frames: I’m counting 10 door-frame assemblies marked HM-PT, plus the separate clerestory window frames. Should we also include repainting any existing door frames or exterior window frames? Please confirm that the sidelights and transoms are included as well.

Answer: To provide continuity, all existing doors/frames/side lights should be painted/finished to match the new ones installed.

16. Question: Scuff Master: The specifications include a Scuff Master coating system but I’m not seeing where it’s called out on the finish plan. Is it required anywhere? If so, could you identify which rooms or surfaces should receive it?

Answer: Please disregard section in specification that pertains to Scuff and Stain Resistant Systems.

This will not be applicable to this project. Revised specification shall be attached to this addendum.
