About this opportunity

The Michigan School for the Deaf is requesting proposals for construction management services on a new dormitory project under RFP 26085 (CM RFP 26085, Rev 11-25), with proposals due June 25, 2026. The project involves design and construction phases for a new residential facility incorporating DeafSpace principles and visual accessibility standards specific to deaf education and culture.

The scope includes pre-construction services such as design-phase cost estimating, value engineering, constructability reviews, and full construction-phase management coordinating with the design team and contractors across scheduling, budgeting, and quality control. The construction manager must maintain project timelines and cost parameters through the phased demolition, relocation, and new construction work spanning July 2025 through September 2027. The project phases include hazardous material abatement and demolition of Gilbert Hall beginning December 2025, residence hall and apartment construction through February 2027, occupant move-in July 2027, partial demolition and exterior repair of Stevens Hall through September 2027, and site landscaping completion.

The feasibility study estimates the new building program at approximately 69,953 gross square feet accommodating 120 students in eight residential cottages (12–14 students each) and six independent living apartments (four residents each), with central commons, after-school activity spaces, administrative offices, and support facilities. The conceptual construction cost estimate is approximately $36 million, consisting of $30 million for new building construction, $4.9 million for site work, and $1.1 million for razing the existing structure.

The contract incorporates Michigan prevailing wage requirements and minority/women-owned business enterprise (M/WBE) participation considerations. Bidders must complete Certification Forms addressing Michigan business status qualification, responsibility certification including tax compliance and criminal history attestation, and acknowledgment of all addendums. Addendum 1 modified the original RFP scope. A mandatory pre-proposal sign-in attendance is required. The CM contract is structured as cost-plus-fee with detailed fee schedules for design and construction phases, with payment aligned to project milestones.
