About this opportunity

The City of Jackson, Michigan, is seeking a contractor to install handrails and guardrails to code at 138 W Addison Street in Kalamazoo County. The procurement involves a comprehensive renovation project requiring all labor, equipment, and materials to complete handrail and guardrail installations meeting specific building code requirements. The project scope includes three distinct railing installations: an upper section handrail, a lower section guard rail in the basement, and a wrought iron handrail on the front precast steps. Technical specifications mandate 2" x 4" top and bottom rails, 2" x 2" balusters spaced 6" on center, with the top rail positioned 36" above floor level. The Request for Proposal was released on February 6, 2025, with responses due by February 18, 2025, at 9:00 am. Contractors are permitted to contact the homeowner, Lisa Weathers (517-392-0680), to schedule a property visit and better understand the project's scope. The City reserves the right to award the contract to the most responsible bidder, which may not necessarily be the lowest bidder, and can reject any or all bids.

The contract opportunity appears to be funded through Community Development Block Grant (CDBG) funds, which introduces several federal compliance requirements for potential bidders. Contractors must be prequalified with Sam.gov registration and will be required to adhere to various federal regulations, including minority and women's business enterprise participation guidelines, Section 3 employment opportunities for low-income individuals, and equal employment regulations. The project includes several mandatory bond requirements, including a Labor and Material Payment Bond, Performance Bond, and Maintenance and Guarantee Bond. Bidders must comply with Executive Order 11246's non-discrimination provisions and provide documentation demonstrating affirmative steps to include small and minority businesses. While no specific budget range is explicitly stated, the project is structured as a lump sum bid with contractors required to provide a unit cost and optional discount percentage. Successful contractors will need to navigate complex federal and municipal regulatory requirements typical of HUD-assisted housing rehabilitation projects.
