About this opportunity
The City of Jackson, Michigan Community Development Department is soliciting sealed, competitive bids from qualified contractors to perform strip and replace roof and gutterwork services at 115 W Euclid Avenue for its housing rehabilitation program serving qualified homeowners. The project scope includes removal of existing roofing materials, repair of approximately 100 square feet of roof decking, installation of approximately 22 squares of new architectural-style asphalt shingles across all elevations including a carport, installation of ice shield at lower roof edges, felt underlayment, flashing, and ridge venting, as well as furnishing and installing new gutter and downspout systems in baked pre-enameled aluminum with specifications for 5-inch K-type gutters and commercial-size downspouts. Qualified contractors must be actively licensed by the State of Michigan, registered with the City of Jackson, prequalified with SAM.gov registration, and maintain comprehensive commercial general liability insurance with minimum limits of $300,000 per occurrence and $500,000 aggregate for bodily injury and property damage, plus automobile liability coverage. Proposals were released on February 12, 2026, with a deadline of March 3, 2026 at 9:00 a.m. for electronic submission through the City's e-Procurement Portal at https://procurement.opengov.com/portal/cityofjackson. No pre-bid meeting will be held, but contractors may contact homeowner Rickey Parris at (517) 962-1741 to schedule site access and conduct final measurements. The contract will be awarded to the responsible bidder submitting the lowest compliant lump sum proposal and will include an eighteen-month warranty on all work and materials, with proposals remaining valid for 90 days after opening.
The procurement is subject to federal Community Development Block Grant (CDBG) program requirements and compliance mandates including Section 3 of the Housing and Urban Development Act of 1968, the Davis-Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Executive Order 11246 for equal employment opportunity, and environmental standards under the Clean Air Act and Clean Water Act. Contractors must demonstrate affirmative action steps to include small and minority-owned businesses and women's business enterprises in solicitations and subcontracting, and must comply with equal employment opportunity and affirmative action requirements established by the City of Jackson Commission and federal executive orders. The successful contractor must execute a Performance Bond, Labor and Material Payment Bond, and Maintenance and Guarantee Bond, and must obtain all required permits, manage day-to-day progress, conduct final inspections with the Housing Rehabilitation Specialist, and ensure any lead hazard reduction work meets EPA clearance thresholds with certification required before occupants return to the property. Financial records must be maintained for five years following contract completion, and all HUD-required reports must be submitted. The solicitation documents do not specify an explicit contract award value or budget range for this project.
