About this opportunity

The Mississippi Department of Finance and Administration, Office of Purchasing, Travel and Fleet Management (OPTFM) is soliciting proposals for a nonexclusive, negotiated state contract for incontinence products under RFx 3130002410, with proposals due 3:00 PM CST on December 16, 2026. Only manufacturers or authorized dealers and distributors may propose, and every item must be offered at a discount from manufacturer's suggested retail price (MSRP) to be considered. Proposals are submitted electronically through the MAGIC e-procurement system. The notice record lists a December 15, 2026 due date and references December 16, 2025 in its proposal note, but the Format and Guidelines for Proposals specify December 16, 2026.

The State seeks a comprehensive line of briefs, diapers, guards, pads, liners, under pads and dry pads, wipes, cleansers, moisturizers, skin protectants, and odor eliminators for commercial, institutional, and governmental use. Price list entries fall under three NIGP codes: hospital patient clothing (20032), hospital accessories and diapers (47564), and personal hygiene products and skin care (65229). Each line item requires a unique supplier part number, a short description of 99 characters or fewer, discounted contract price and MSRP to two decimal places, maximum delivery days to the purchaser without ranges, and the supplier's MAGIC vendor number, which OPTFM issues. Products must meet applicable federal, state, and local regulations and safety standards.

The contract term is one year, from March 1, 2027 through February 29, 2028, with no renewal options. Pricing remains firm for twelve months with no increases during the term. The contractor bears all freight under F.O.B. Destination terms. The State pays electronically submitted invoices within forty-five days and is exempt from taxes. Vendors may request product additions or deletions during the first five business days of the contract and July 1 through July 15, though price changes are prohibited in those windows. Contract obligations depend on legislative appropriation, and either party may terminate on thirty calendar days' written notice.

Proposal packages require a signed proposal letter, a dealers' list identifying any minority vendors, a price list spreadsheet, an internal catalog pricing spreadsheet, and, for current contract holders, a purchase summary with attestation.
