About this opportunity

The Department of Homeland Security US Coast Guard is soliciting applications for State Recreational Boating Safety formula grants totaling an estimated $126,888,345 with applications due October 30, 2026 at 11:59 PM EDT. Eligibility is restricted to designated state authorities or agencies with an approved RBS program and a signed Memorandum of Agreement with the Coast Guard; this program is not open to the public.

Cost share is mandatory: states may request reimbursement for up to one-half of total state expenditures, meaning the federal share cannot exceed 50 percent of combined state and federal RBS expenditures. All eligible RBS expenditures regardless of funding source count toward the state match.

The Coast Guard will issue approximately 55 awards ranging from $780,000 to $12,400,000 per state, allocated by formula based on registered vessel count, state expenditures, and equal distribution among jurisdictions. Period of performance runs October 1, 2026 through September 30, 2027, with one-year terms and no extensions permitted. Anticipated award date is no later than March 31, 2027, pending receipt of interagency fund transfers from the Department of the Interior.

Eligible activities include public education, personnel training, equipment provision, safety inspections, marine casualty investigations, emergency and search-and-rescue services, waterway markers and navigation aids, and vessel numbering and titling programs. Applicants must submit a program narrative using Appendix B template, budget via Budget Tool or SF-424A, Equipment List using Appendix C template, and SF-424C forms for each construction project. Recipients must maintain active registrations with SAM.gov and Grants.gov, submit quarterly financial reports and annual performance reports, and participate in program evaluations if selected. Single audit requirements apply to recipients expending $1,000,000 or more in federal awards annually.

Assistance Listing 97.012; Boating Safety Financial Assistance.
