About this file
This is a Program Narrative Template that provides instructions for state applicants to the State Recreational Boating Safety (RBS) Grant Program administered by the U.S. Coast Guard. The template requires states to follow a specific format and address eight primary budget categories: Administration, Law Enforcement, Education, Navigational Aides, Boat Registration & Fees, Public Access & Construction, and Pass-Through Entity or Subawarding activities. For each category, states must explain the types of activities charged to the budget, list relevant offices and positions managing the grant, identify equipment and supplies planned for purchase, describe contractual costs in detail, and note any important updates, challenges, or previously unfinished activities.
The template emphasizes that applicants should provide only requested information without dollar amounts in the narrative itself, as all expenses must be itemized separately in accompanying budget and equipment list templates. For construction or public access projects, states must include site and area maps, project justification, completion approach, and estimated costs with timelines. States acting as pass-through entities to other agencies or external entities must describe their solicitation process, application requirements, review and selection procedures, funding determination methods, monitoring oversight, and payment distribution processes. The template notes that states must resubmit narratives that do not follow the specified format and should direct questions to their State Program Coordinator and Grants Management Specialist prior to submission.
