About this file

This file is a blank pricing template (PRPII v2014.xlsx) associated with the State Recreational Boating Safety (RBS) Grant Program, a cooperative agreement opportunity administered by the Department of Homeland Security US Coast Guard under Assistance Listing 97.012. The template serves as a tool for eligible applicants—designated state authorities and agencies only—to prepare budget documentation as part of their grant application package. The current solicitation (DHS-USCG-STATE-2026) was posted October 17, 2025, with applications due March 13, 2026. Recent award amounts to states have ranged from $773,117 to $12.054 million, with the program issuing 56 awards in 2025. The period of performance is one year with no extensions permitted, and all awarded funds must support annually approved recreational boating safety activities including public education, personnel training, equipment provision, safety inspections, marine casualty investigations, emergency and search-and-rescue services, waterway markers, and vessel numbering and titling programs.

The application review process requires the Grants Management Branch to verify completeness of the application package before forwarding to the Program Management & Operations Branch for programmatic review. States subject to Executive Order 12372 review must follow their state review process and include any resulting comments with their application. The Notice of Funding Opportunity remains open for a minimum of 60 days, and official award documents will be issued by the Grants Management Branch following programmatic approval and completion of the interagency transfer of recreational boating safety funds from the Department of the Interior to the Coast Guard.
