About this file

This is a U.S. Coast Guard form (CGHQ-3923) for collecting state vessel registration data required under 33 CFR 174.19 and 174.123. States must submit this annual statistical report by March 1 each year to the Coast Guard. The form is designated as OMB No. 1625-0131 with an expiration date of August 31, 2026, and carries an estimated burden of 45 minutes for completion.

The form requires states to report administrative information including the state agency point of contact, phone number, email, calendar year represented, and submission date. Section 2 collects data on recreational vessels registered by length category (under 16 feet through over 65 feet) for motorized vessel types (airboat, auxiliary sail, cabin motorboat, houseboat, inflatable boat, open motorboat, personal watercraft, pontoon boat, and other) and non-motorized vessel types (inflatable boat, paddlecraft, rowboat, sail only, and other). Section 3 requires commercial vessel registration totals for charter fishing, commercial fishing, commercial passenger carrying, and other commercial operations. Section 4 provides summary tallies of total registrations broken down by recreational (motorized and non-motorized) and commercial categories. Section 5 requests a description of the scope of the state's registration system. The data collected supports Coast Guard statistical publications and fatality rate calculations expressed per 100,000 registered vessels. Privacy protection is covered under DHS/USCG/PIA-008 MISLE.
