About this opportunity
The Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program, administered by the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA), seeks applications from eligible entities to repair, rehabilitate, or replace natural gas distribution pipeline infrastructure and acquire equipment that reduces incidents, fatalities, and economic losses. Eligible applicants include municipality-owned utilities, community-owned utilities, and federally recognized Tribal governments; for-profit entities are ineligible. Applications must be submitted electronically via Grants.gov by May 22, 2026 at 11:59 p.m. PST, with questions due by May 15, 2026. PHMSA will evaluate applications using technical criteria weighted at 66 percent (including risk mitigation, threat reduction, timeline reasonableness, and construction details) and programmatic criteria weighted at 33 percent (including budget alignment, cost justification, and job creation). The initial performance period is up to 60 months, with possible case-by-case extensions.
The FY 2026 grant cycle makes approximately $98 million available for awards, representing one year of the $1 billion authorization distributed over five years. Individual grant awards have historically ranged from approximately $14,000 to $75 million depending on project scope and infrastructure needs. Applicants are not required to provide matching funds, and project contingencies are capped at 10 percent of total project costs. All work will be performed at applicant-designated natural gas distribution system locations within the United States, with reimbursement provided only after environmental review completion, grant agreement execution, and eligible expense incurrence.
