About this file

This is a grant application checklist for the FY 2026 Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program administered by the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA). The checklist outlines all required application components organized into seven primary categories: cover letter with system name and contact information; project summary bundling related projects; project prioritization table showing project names, pipe materials, infrastructure age, and total costs; detailed project descriptions including location, milestones, infrastructure condition, safety risks, and alignment with the Distribution Integrity Management Plan; projected outputs and objectives with quantifiable performance metrics; project implementation and management plans addressing monitoring, quality assurance, federal compliance, and appropriate fund usage; and comprehensive budget narratives with cost justifications, alignment to SF-424A or SF-424C line items, contingency costs not exceeding 10 percent, and supporting quotes or invoices.

Required supporting documentation includes the most recent Gas Distribution Annual Report (GDAR Form PHMSA 7100.1-1), the entire Distribution Integrity Management Plan, and supporting photographs. Applications must include completed and authorized standard forms (SF-424, SF-424A or SF-424C, SF-424B or SF-424D, DOT/Title VI Non-Discrimination Assurances, and Grants.gov Lobbying Certification), along with a Statement of Authority and Pipeline Infrastructure Safety and Modernization Capabilities and a Statement certifying compliance with Domestic Preference/Buy America requirements. The checklist notes this is not exhaustive and applicants must follow all requirements in the NOFO. A sample project prioritization table demonstrates the required format, showing three projects totaling $12,650,000 in federal funding requests across cast-iron replacement, PVC replacement, and regulator replacement initiatives.
