About this opportunity
The U.S. Agency for International Development (USAID) is seeking applicants for an $8 million, 5-year Cooperative Agreement to implement the Energy Talent Development - West Africa (ETD-WA) Activity. The program aims to build the capacity of local institutions and individuals in West Africa to support the region's transition to sustainable, low-carbon energy systems. Key objectives include optimizing utility performance, increasing off-grid generation and connections, accelerating clean energy deployment, and enhancing private sector investment in the energy sector. Applicants will be evaluated on their technical approach, institutional capacity, and staffing plans. Important deadlines include a virtual Interested Parties Conference on January 14, 2025, questions due by January 15, 2025, and concept papers due by January 31, 2025.
The ETD-WA Activity will be implemented across 18 eligible West African countries, excluding Nigeria, and is designed to complement USAID's broader $73 million Empower West Africa (EWA) program. The funding is restricted to local organizations registered in at least one of the target countries, with a required 10% cost share from recipients. The anticipated award date is mid-May 2025.

Pursuant to Executive Order on Reevaluating and Realigning United States Foreign AID and the Notice on Implementation of Executive Order: Reevaluating and Realigning United States Foreign AID sent by Jami J. Rodgers, USAID Senior Procurement Executive, on January 24, 2025, USAID/Southern Africa hereby suspends this Notice of Funding Opportunity (NOFO). No further action will be taken with regard to this NOFO. Any questions submitted in response to the subject NOFO or its amendments will not receive a response. -
The Power Africa "'Energy Talent Development - West Africa' (ETD-WA)" activity (thereafter "the Activity") will work with local institutions to encourage West Africa's transition to a more sustainable low-carbon energy system. This activity will coordinate with "Empower West Africa" (EWA), Power Africa's flagship contract in West Africa aimed at closing the energy poverty gap within the region by increasing the availability of and access to affordable, reliable, sustainable and modern electricity services in the region. As a complement to the broad scope of EWA, the Activity will focus specifically on building capacity of local institutions and individuals through training, workshops, or other capacity-building interventions to advance the goals of EWA.
Power Africa's results framework clearly articulates Power Africa's goal of Advancing sub-Saharan African development through universal access to clean energy. The results framework presents three Development Objectives outlining the programmatic areas in which Power Africa intends to provide assistance. These include Ending Energy Poverty, Accelerating a Carbon-Free Future, and Bolstering Competitive Private Sector Investment and Innovation in the Energy Sector.
Objectives:
In line with a whole-of-Power Africa approach, the Activity should identify capacity building needs that would advance the following objectives also outlined in the Empower West Africa Activity:
- Optimizing utility performance to increase access;
- Off-grid generation and connections increased;
- Transition to clean energy development and deployment accelerated;
- Private sector investment and innovation in the energy sector enhanced for domestic and regional infrastructure.
