About this opportunity

The Department of Housing and Urban Development seeks applications for its Comprehensive Housing Counseling (CHC) and Housing Counseling Training (HCT) grant programs to fund housing counseling agencies and training organizations that provide counseling services and professional development for the housing counseling industry. Eligible applicants include HUD-approved housing counseling agencies, State Housing Finance Agencies, 501(c)(3) nonprofits, state governments, and other qualified entities. The CHC program supports agencies delivering rental counseling for HUD-assisted households, post-purchase homeownership counseling, Home Equity Conversion Mortgage counseling, disaster preparedness and recovery counseling, and homeless prevention services. The HCT program (structured as a cooperative agreement) funds the development and delivery of housing counselor training across 31 eligible topics through in-person, web-based interactive, and non-interactive formats. Applications will be evaluated on a 100-point scale across five rating factors: applicant capacity, need and program priorities, soundness of approach, achieving results and program evaluation, and (for HCT) diversified funding sources, with a minimum fundable score of 75 points. The application deadline is May 26, 2026, at 11:59 PM Eastern Time, with an anticipated award date of August 3, 2026.

Approximately $56.1 million in total funding is available, with $54.6 million designated for CHC (including $3 million for a Minority Serving Institution Initiative) and $1.5 million for HCT. Individual CHC awards will range from $1 to $3 million per applicant, while HCT awards will range up to $1.5 million, with HUD anticipating approximately 175 total awards. The performance period runs for 18 months from October 1, 2025, through March 31, 2027, with grant payments released quarterly on a cost reimbursement basis. Services will be delivered nationwide by eligible housing counseling agencies and training organizations to renters, tenants, homeowners, and prospective homebuyers across multiple geographic regions and communities.

Synopsis

The purpose of HUD"s Housing Counseling Grant Program is to provide funds to HUD-approved housing counseling agencies that provide counseling and advice to tenants and homeowners, with respect to property maintenance, financial management and literacy, and other matters as may be appropriate to assist program clients in improving their housing conditions, meeting their financial needs, and fulfilling the responsibilities of tenancy or homeownership. This NOFO plays an integral role in helping individuals and families obtain housing and stay in their homes through sustainable homeownership or affordable rental housing. Housing counseling agencies are an important safeguard in the prevention of housing scams and discrimination and serve as an important gateway to local, state, federal and private housing assistance and resources.
