About this program
The Department of Housing and Urban Development's Office of Housing Counseling awards Project Grants under the Housing Counseling Assistance Program (CFDA 14.169) to fund housing counseling agencies; the most recent awards were made on October 1, 2024.
The program funds HUD-approved housing counseling agencies, intermediaries, State Housing Finance Agencies, and multi-state organizations to deliver counseling and educational services to renters, homeowners, prospective homebuyers, and individuals facing homelessness. Reimbursable activities include pre-purchase and home-buying counseling, mortgage delinquency and default prevention and resolution, reverse mortgage counseling, foreclosure assistance, property maintenance guidance, financial management and literacy training, and outreach workshops. Agencies may partner with minority-serving institutions to expand counseling access to their communities. HUD tracks counselor outputs through activity reports documenting the number of households counseled by activity type and households attending workshops.
The program is 100 percent Project Grants by assistance type. HUD is the sole funder, having obligated $860.8 million across 6,979 awards since 2003. Annual award volume has stabilized in recent years at roughly 160–188 grants per year, with 164 awards in 2024. Recent award sizes vary widely, ranging from under $10 thousand to several million dollars, with October 2024 awards including recipients awarded $25 thousand to $3.7 million.
Two grant opportunities are currently active. The FY2025 Comprehensive Housing Counseling (CHC) and Housing Counseling Training (HCT) NOFO (FR-6900-N-33) was posted March 26, 2026 with a due date of May 26, 2026 and is open to HUD-approved housing counseling agencies, SHFAs with statewide statutory authority, 501(c)(3) nonprofits with two or more years of nationwide training experience, state governments, and other eligible entities. The FY2026 CHC and HCT NOFO (HSG-2600-DC-0033), posted April 22, 2026, applies similar eligibility criteria. Applicants must be HUD-approved prior to the NOFO issue date; applicants and subgrantees are prohibited from receiving funding from multiple sources within the same fiscal year or maintaining different network affiliations for separate awards. Grant payments are released quarterly during the period of performance, and requesting applicants receive debriefing for at least 120 days after award announcement detailing final scores and evaluation comments.
