About this program
The Department of Housing and Urban Development's Office of Housing Counseling funds training activities for housing counselors through the Housing Counseling Training Program (CFDA 14.316), with the most recent grant awards made on October 1, 2024.
The program funds both basic and specialized housing counselor training delivered through in-person and web-based formats. Training topics include housing counselor certification, rental housing counseling, mortgage delinquency and default counseling, pre-purchase counseling, disaster preparation and recovery, fair housing and civil rights, and reverse mortgage certification. Grantees submit annual training plans to HUD for approval and track outcomes through monthly activity reports documenting classes held, counselors trained, and scholarships issued. The program also funds partnerships between grantees and institutions of higher education, including historically Black colleges and universities, tribal colleges, and other minority-serving institutions, to administer HUD-certified housing counselor workforce development programs.
HUD operates this program exclusively, with all 173 awards totaling $59.6 million in federal dollars obligated over the program's history since 2013. The program awards exclusively Project Grants. Award activity has remained steady in recent years, ranging from 6 to 8 awards annually between 2020 and 2024, with 7 awards made in 2024. Recent grant awards range from approximately $150 thousand to $660 thousand; typical awards cluster in the $350 thousand to $650 thousand range. A recent representative award (HC240015007, October 1, 2024) obligated $661,056.27 for a performance period through September 30, 2026.
Applicants must be public or private nonprofit organizations with at least two years of prior experience providing housing counseling training services nationwide. Grantees compete annually and must submit a new application for each funding cycle. Applications are scored on a 100-point scale by HUD's Office of Housing Counseling and ranked competitively within funding categories.
A new opportunity (FR-6900-N-33, Comprehensive Housing Counseling and Housing Counseling Training NOFO for FY2025) opened on March 26, 2026, with a due date of May 26, 2026. Eligible applicants include 501(c)(3) nonprofits, state governments, and other organizations. Grantees receive awards for discrete performance periods and invoice HUD periodically for services delivered, with payments made via electronic funds transfer.
