About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 has issued a Sources Sought Notice for Project 538-18-101 to improve the water system at the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio, with specific focus on Legionella mitigation. The procurement involves constructing a chiller plant as part of a technically complex water system improvement project. The VA is conducting market research to determine if there are sufficient small businesses with the technical capability, financial capacity, and bonding ability to compete for this procurement under NAICS code 238220 (Commercial and Institutional Building Construction). The agency is evaluating whether there is adequate marketplace interest and competitive environment among small businesses to justify a set-aside designation and ensure fair and reasonable pricing. Interested parties must be registered in the System for Award Management (SAM) database and responses are due by October 16, 2025, at 2:30 PM Eastern Time to Contracting Officer Stanley Burdine at stanley.burdine@va.gov.
This Sources Sought Notice is currently designated as a Service-Disabled Veteran-Owned Small Business set-aside, though the VA is using this market research to determine the most appropriate set-aside strategy for the eventual solicitation. The small business size standard for NAICS code 238220 is $19 million in annual receipts. No incumbent contractors or current service providers are identified in the documentation, and no specific contract values or budget ranges have been disclosed at this preliminary market research stage. The VA emphasizes that this is not a formal solicitation for proposals and no contract will be awarded from this synopsis, with respondents not being notified of the results. Companies claiming Veteran-Owned Small Business status may need to register in the VA VetCert database in addition to SAM registration. The procurement timeline for the actual solicitation and contract performance has not been specified in this preliminary notice.
