About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 10 seeks security and safety improvements at its Cincinnati VA Medical Center, with proposals due June 25, 2026. The procurement includes two single-source justifications: expansion of the existing Johnson Controls Physical Access Control System (PACS) and installation of an RF Technologies WanderGuard resident safety system. Both awards are justified on technical compatibility grounds—new devices must integrate with existing proprietary infrastructure, and market research confirmed four Service-Disabled Veteran-Owned Businesses can provide these systems.

Place of performance is Cincinnati, Ohio. Work encompasses installation of Johnson Controls PACS devices at key entry points, motion sensor installation, breezeway door replacement, relay system integration, and intrusion alarm systems in the mail room. The WanderGuard expansion adds door controllers, resident tag detection antennas, and alert annunciation at three Community Living Center entry points. The project timeline is 185 calendar days including material lead time. Solid core wood interior doors (1 3/4" thick, Grade A prefinished natural birch veneer) with stainless steel half-height armor plating and Corbin Russwin ED5000 panic hardware are specified. Access control systems must provide automatic door opening during business hours (6AM–6PM) via motion sensor and off-hours access via card reader or video intercom, with free egress at all times and fire alarm system interlock functionality.

NAICS 236220, Commercial and Institutional Building Construction; PSC Z2DZ, Repair or Alteration of Other Hospital Buildings. Prevailing wage applies per Ohio General Decision OH20260082 (effective January 2, 2026). All Health Care Personnel, including contractors, must receive annual seasonal influenza vaccination or obtain documented exemptions and wear masks during influenza season. Contractors must complete VA Form 852.219-75 certifying they will not pay more than 85% of government-paid amounts to non-SDVOSB/VOSB subcontractors. An amendment issued June 17 provided Government responses to Requests for Information addressing door specifications and access control system operation. The Contracting Officer is Ronald Heidemann, Network Contracting Office 10, Cincinnati; ronald.heidemann@va.gov.
