The government will award a Single Award Task Order Contract Indefinite Delivery Indefinite Quantity contract with a total ceiling of $2 million over a five-year period (2026–2031). Task orders will have a maximum limit of $100,000 each, with a minimum government obligation of $2,000 over the contract term. All work is performed at 4815 North Assembly Street, Spokane, Washington.
Scope includes flooring renovation, repairs, and replacement services encompassing resilient sheet flooring, vinyl tile, carpet, terrazzo, epoxy and urethane systems, athletic flooring, and base installation. Eligible offerors must be registered as certified small businesses in SAM under NAICS 238330 at proposal submission, award, and throughout performance. Davis-Bacon and Service Contract Act prevailing wage rates apply. Evaluation is based on technical capability (staff certifications, supplier distribution network, industry experience) and past performance (minimum five flooring projects valued $25,000–$100,000 completed within the past five years), weighted as significantly more important than price.
