About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 anticipates awarding a Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) for flooring installation, renovation, and replacement services at Mann-Grandstaff VA Medical Center in Spokane, Washington, with proposals due June 4, 2026. This procurement is set aside 100 percent for small businesses under NAICS 238330 (Flooring Contractors) with a $19 million size standard.
The contract carries a five-year ceiling of $2 million, with individual task orders capped at $100,000 on a firm-fixed-price basis and a government minimum obligation of only $2,000. Offerors must be registered in SAM.gov as small businesses under NAICS 238330 at proposal submission, award, and throughout performance. Work includes resilient sheet flooring, vinyl tile, carpet, terrazzo, stone flooring, and installation services at a single location in Spokane.
Contractors must comply with Davis-Bacon prevailing wage requirements (wage rates ranging up to $75.37 per hour depending on trade and fringe benefits) and Buy American construction materials rules. All personnel must be fluent in English. The contractor shall maintain one-year warranties on materials and labor, carry minimum insurance of $500,000 general liability and $200,000 automobile liability, and respond to task order quotations within five business days with detailed line-item pricing for straight time, overtime, weekend, and holiday work.
Evaluation emphasizes non-price factors: technical capability (staff certifications, supplier networks, manufacturer warranties) and past performance (minimum five relevant projects within the past five years valued $25,000–$100,000 each). Questions are due by May 15, 2026 at 15:00 PST to derek.crockett@va.gov.
