About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 15, is soliciting a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for comprehensive boiler plant testing, calibration, and maintenance services at the Marion VA Medical Center in Marion, Illinois. The solicitation requires contractors to perform annual boiler inspections, semi-annual safety device testing and combustion tuning on three Superior fire-tube boilers, instrumentation calibration, deaerator and condensate tank inspections, and unlimited emergency on-site service with a six-hour response requirement. Qualified boiler inspectors commissioned by the National Board of Boiler and Pressure Vessel Inspectors must conduct inspections, and technicians must possess at least one year of trade school and five years of experience with institutional and industrial boiler plants. The government will evaluate offers based on three factors: Technical Capability, Past Performance, and Price, with technical and past performance combined weighted more heavily than price. The original deadline for questions was January 20, 2026, at 10:00 a.m. CST, and the extended deadline for quote submission is January 26, 2026, at 4:00 p.m. CST, with all submissions directed to Contracting Officer Lisa A. Buchanan at lisa.buchanan1@va.gov.

This solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a guaranteed minimum award value of $25,000 and a contract ceiling of $460,000. The contract period spans five twelve-month ordering periods from February 4, 2026, through February 3, 2031, and includes a comprehensive Quality Assurance Surveillance Plan that establishes performance metrics and monitoring frequencies for all boiler plant operations and testing activities. Contractors are required to submit a non-price technical response demonstrating up to three years of relevant boiler plant maintenance experience, along with a price response containing a completed SF-1449 and pricing schedule. The prevailing wage rates established by the Department of Labor Wage Determination Document (No. 2015-5769) apply to personnel in Illinois counties of Jackson and Williamson, with hourly rates ranging from $13.15 to $55.45 depending on occupation and mandatory fringe benefits. Monthly invoices are submitted in arrears to the VA Financial Services Center in Austin, Texas, with payment made via Electronic Funds Transfer in accordance with SAM registration requirements.
