About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking capable contractors to provide grease removal and disposal services at two Pittsburgh-area facilities: the VA Pittsburgh Healthcare System (VAPHS) at University Drive C and the VA Medical Center H.J. Heinz Campus at 1010 Delafield Road. This is a Request for Information and Sources Sought notice intended for market research purposes to inform the government's acquisition strategy and socio-economic set-aside determinations. Contractors must demonstrate capability to perform routine grease trap maintenance, including removal, transportation, and compliant disposal of waste in accordance with OSHA standards and applicable environmental regulations. Personnel must be trained and certified in handling and transporting grease waste, with service required during specified off-hours windows on weekdays and anytime on weekends. Responses must be submitted by 10:00 AM Eastern Time on April 29, 2026, via email to Contract Specialist Angelamarie Scott at Angelamarie.Scott@va.gov, with capability statements and identification of any applicable GSA Federal Supply Schedule contracts encouraged. The government will use responses to develop its acquisition strategy, including potential socio-economic set-asides, though no formal evaluation criteria have been specified at this pre-solicitation stage.
The contract carries no formal set-aside designation at this time; however, Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are preferred vendors and must provide proof of VetCert certification by the SBA if responding. No incumbent contractor or award value has been disclosed in the pre-solicitation materials. The anticipated contract term spans from May 2026 through April 2030, consisting of a base year plus four option years, with service requirements of six grease removal jobs every other month at the University Drive campus and four annual jobs at the Heinz campus, with the first service to commence immediately following contract award. The two facilities maintain grease traps of 3,500 gallons at University Drive and 1,500 gallons at the Heinz campus. Interested parties should contact Daniel Maser (Plumbing Supervisor, University Drive Campus, 412-736-9651) or Greg Salmen (Plumbing Supervisor, HJ Heinz Campus, 412-822-3243) for technical questions regarding service requirements.
