About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 seeks replacement of cast iron fittings at the Tomah VA Medical Center in Wisconsin, with bids due October 7 at 10:00 AM CDT following an extension from the original September 23 deadline. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms certified with the SBA, issued as an Invitation for Bid (IFB) for firm-fixed-price award to the lowest responsive bidder.

Place of performance is Tomah, Wisconsin. The work involves removal and replacement of steam generation, distribution, and hot water systems containing cast iron fittings, valves, steam traps, pressure reducing valves, and safety valves across 22 phases affecting multiple buildings and exterior tramway and vault systems. Work must be completed within 350 calendar days after notice to proceed and must maintain medical center operations 24/7.

The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19 million. The project magnitude is estimated between $5 million and $10 million. Bidders must submit a bid guarantee of not less than 20% of bid price (not to exceed $3 million) and furnish performance and payment bonds. As special trade construction contractors, winners are limited to paying no more than 75% of government-paid amounts to non-certified SDVOSB or VOSB firms per VAAR 852.219-75. Bidders must be SDVOSB-certified in the SBA's Small Business Search database at both bid submission and award. Prevailing wage rates apply per Davis-Bacon; an organized site visit occurs September 1 at 9:00 AM. Written inquiries are due by close of business September 4 to Bobby Holman or Ryan McMillin.
