The specifications require comprehensive contract administration including Critical Path Method (CPM) scheduling with monthly updates, detailed shop drawings and product data submittals, operation and maintenance manuals, warranty management with extended product warranties, safety planning including Accident Prevention Plans and Activity Hazard Analyses, and compliance with VA security procedures. Construction must maintain medical center operations 24/7, with work coordinated through the Contracting Officer's Representative to minimize disruptions. The VA will provide as-built drawing requirements, warranty inspections at 4 and 9 months post-completion, and testing of installed systems prior to acceptance.

GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, and furnish labor and materials and perform work for the project
“Replace Cast Iron Fittings” as required by drawings and specifications.
B. The VA has generally prohibited the use of cast iron fittings and pipe components (valves, steam traps, etc.) due to the risk of failure with shock loading. A recent incident has heightened the concern with the continued use of this material on steam systems.
C. This project covers the removal and replacement of steam generation and distribution systems of cast iron fittings and pipe components (valves, steam traps, pressure reducing valves, safety valves, etc.), or portions thereof, operating at a pressure of 15 pounds per square inch gauge (psig) or greater.
Included are distributions systems for hot water or other liquids at a temperature of greater than 257 degrees Fahrenheit.
D. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer.
E. Offices of Penn Construction Group (PCG), as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
F. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission
01 00 00 - 2 of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, BASE BID: Work includes replacement of existing cast iron or malleable/ductile iron fittings, valves, steam traps, steam pressure safety valves, steam pressure reducing valves on any steam system over 15 psi or condensate systems at a temperature over 257°F.
