About this opportunity
The Department of Transportation Maritime Administration seeks removal and installation of a fuel dispensing system at the Yocum Sailing Center, United States Merchant Marine Academy, Kings Point, New York, with proposals due April 3, 2026, amended to May 15, 2026 at 1:00 PM EST. This is a Total Small Business set-aside under NAICS 237120 and PSC Z2NA, foreclosing competition outside that category.
Performance occurs at Kings Point, New York. The work includes decommissioning two double-walled fiberglass underground storage tanks (one 2,500-gallon gasoline, one 6,000-gallon diesel), associated dispensers, piping, and electrical systems; excavation and soil remediation; and installation of replacement dual-walled fiberglass tanks in Collins Place Parking Area at approximately 25-foot elevation, a dual-product fuel dispenser on Mallory Pier, and a supplemental dual-product dispenser in Collins Place Parking Area for land-based equipment. The contractor must furnish all labor, materials, equipment, permits, regulatory inspections, engineering and design plans, soil testing, hazardous waste disposal, and site restoration. All work must comply with Secretary of the Interior Standards for Historic Properties (36 CFR 68 and 67.7) as the Yocum Sailing Center is a contributing building within the USMMA National Historic District. Compliance is also required with Federal, New York State, Nassau County Department of Health, and local regulations. The contractor bears responsibility for securing Nassau County Department of Health permit approval and for fuel disposal costs. Performance period is 90 days from Notice to Proceed, with work generally occurring 7:00 AM–4:00 PM, Monday–Friday, requiring five business days' notice prior to commencement and a mandatory pre-bid site walkthrough with USMMA representatives. A third site visit is scheduled for Wednesday, May 13, 2026 at 9:30 AM EST.
The contract awards as Firm Fixed Price to the lowest price technically acceptable offeror. Proposals must include a signed SF 1449, a technical approach volume not exceeding 10 pages, past performance documentation not exceeding 2 pages with one example from the past three years, and a detailed price proposal using the provided pricing spreadsheet. Offerors must be registered in SAM.gov, provide Performance and Payment Bonds for 100% of contract value, and maintain General Liability insurance ($500,000 aggregate/$100,000 per person) and Automobile Liability insurance ($200,000 per person/$500,000 per accident/$20,000 property). All three amendments must be acknowledged in the proposal. Davis-Bacon and Service Contract Act prevailing wage rates apply. Questions are due by deadline specified in final amendment; additional questions after the May 13 site visit are not permitted.
