About this file

This is a Statement of Work (SOW) for the removal and installation of a fuel dispensing system at the Yocum Sailing Center located at the United States Merchant Marine Academy (USMMA) in Kings Point, New York.

The project involves two primary phases: removal of the existing fuel dispensing infrastructure and installation of a new system. The removal phase requires the contractor to decommission two double-walled fiberglass underground storage tanks (USTs)—one 2,500-gallon gasoline tank and one 6,000-gallon diesel tank—along with associated single-product fuel dispensers, piping, and electrical systems. The contractor must pump out and temporarily store all remaining fuels, clean the system to "safe for hot work" status, excavate and remove tanks and piping in compliance with all regulatory requirements, remediate any contaminated soil, and restore affected surfaces including pier structures and roadways. The installation phase requires procurement and installation of new dual-walled fiberglass USTs (same capacity as existing), a dual-product fuel dispenser on Mallory Pier with effective fueling accessibility, all associated underground piping and electrical systems, leak detection and alarm systems, and a supplemental contract line item for an additional dual-product dispenser in Collins Place Parking Area to serve land-based equipment. All work must comply with Secretary of the Interior Standards for Historic Properties (36 CFR 68 and 67.7) as the Yocum Sailing Center is a contributing building within the U.S. Merchant Marine Academy National Historic District.

The contract performance period is 90 days from award, with work to be coordinated with USMMA Department of Public Works and the Environmental Protection Specialist. The contractor bears full responsibility for all labor, materials, equipment, permits, regulatory inspections, engineering and design plans, soil testing, hazardous waste disposal, spill prevention and response, and site restoration. All work must comply with Federal, New York State, Nassau County Department of Health, and local regulations. The contractor must provide a Professional Engineer acceptable to Nassau County Department of Health, submit detailed work plans and timelines in Microsoft Office format, conduct all required testing, and provide documentation of permits, licenses, training certificates, analytical reports, and disposal records to USMMA and the Environmental Protection Specialist. Work must generally occur during normal business hours (7:00 AM–4:00 PM, Monday–Friday) with 24-hour advance notice required for shift work, five business days' notice required prior to work commencement, and a pre-bid site walkthrough to be conducted with USMMA representatives.
